    Overview

    The Snohomish County Transportation Coalition (Snotrac) seeks an energetic, bilingual go-getter who is passionate to improve the lives of priority populations and to improve the transportation system.

    Snotrac is a nonprofit organization that advocates for improvement in transportation service and solutions. Snotrac is especially focused on closing mobility gaps for priority populations, including people with disabilities, older age, youth, and low incomes, as well as people of color, tribal members, and immigrants. We conduct our work through community engagement, public education, coordination of resources, strategic partnerships, and mobility navigation and travel training.

    This position will (1) lead the development and management of a new mobility navigation (travel training) program and (2) assist the executive director in communications, government relations, and partnership development for the organization. This position will not have a discrete list of tasks that the position will accomplish; rather, this position will be viewed as a partner with the executive director in achieving the mission of the organization.

    The Mobility Navigation Program will be a new program of Snotrac that will provide travel training workshops and educational opportunities to priority populations, including immigrants and people with disabilities, older age, youth, and low incomes, on how to use the variety of transportation services in Snohomish County. In addition to leading workshops and trainings themself, the person in this position will also hire and manage a team of contracted Mobility Navigators who will provide most of the trainings and other educational opportunities. A leadership ladder will be created and developed for trainees to become advocates in support of local walking, biking, and transit projects.

    As a partner with the executive director in public affairs, this position will maintain positive relationships with many partners across the county, lead media efforts, be responsible of social media posts and newsletters, and conduct additional community outreach.

    Duties and Responsibilities

    1. Mobility Navigation Program

    • Develop and manage Mobility Navigation Program, including managing projects, leading contracted staff, identifying and spearheading partnership and growth opportunities, evaluating performance, and implementing process improvements.
    • Serve as point of contact for the Mobility Navigation program and coordinate day-to-day communication to support the activities, engagement, and deliverables, including email communication, partner meetings, presentations, and frequent interpersonal communication.
    • Manage team of part-time Mobility Navigators, whether employed or contracted. Provide direction and leadership to team; prioritize team goals; hire, train, and coach navigators; serve as model navigator; resolves performance issues; and support navigators with professional development opportunities;
    • Ensure Navigators are engaged and meeting work plan goals, deadlines, and performance metrics.
    • Manage contracted Navigators’ scope and oversight, including reporting, invoices, work logs, documentation, learning opportunities, performance, and recognition.
    • Oversee Navigator recruitment, including partnership engagement, collateral development, promotion, and onboarding.
    • Review and analyze Mobility Navigation program metrics, evaluate activities and determine the effectiveness in accomplishing objectives, and recommend changes and improvements as needed.
    • Create brochures, fliers, maps, and other collateral materials as necessary for the Mobility Navigation Program.
    • Closely coordinate activities with the travel training and informational programs of Community Transit, Everett Transit, Volunteers of America, and Hopelink.
    • Create a ladder of engagement and leadership development for trainees and community members into local mobility justice advocacy.
    • Explore expanding the Mobility Navigation Program to support transportation demand management activities at new transit-oriented residential and commercial buildings.

    2. Public Affairs

    • Advance mission by maintaining positive relationships with city, county, and state elected officials, and with public works, human service, community development, and administrative staff.
    • Maintain positive relationships with transit agency and nonprofit transportation provider staff.
    • Organize and facilitate sub-county meetings of Snotrac with elected officials, transportation agencies, and organizations, human service agencies and organizations, and other local stakeholders.
    • Participate in partner organizations’ coalition meetings.
    • Provide public comment at city and county council meetings.
    • Organize speaker series.

    3. Communications

    • Maintain positive relationships with reporters and editorial staff at news media.
    • Write and send press advisories and releases and organize press conferences.
    • Manage Snotrac’s social media accounts, including Facebook, Instagram, Threads, Twitter, and Bluesky accounts.
    • Create and send weekly and monthly newsletters.

    4. Community Outreach

    • Present to community groups.
    • Organize annual organizational event for partners.
    • Attend and table at community events.
    • Organize “walk audits” and “bike audits” with community members.
    • Build Snotrac’s community activist list, including managing a growing network of local mobility justice advocates throughout Snohomish County who support transit, walking, biking, and compact urban forms.

    5. Special projects and other commensurate duties as assigned.

    Required and Preferred Qualifications

    • Experience in transportation and land use advocacy and/or political organizing.
    • Passion for transit, walking, and biking as an alternative to single-occupancy vehicle driving.
    • Passion for addressing past injustices to priority populations, People of Color and people with disabilities.
    • Strong oral and written communication skills.
    • Experience in working with the media and elected officials.
    • Attention to detail, prioritization of tasks, strong time management and organizational skills.
    • Excellent interpersonal, teamwork, and diplomacy skills.
    • Self-motivated, energetic learner with a good sense of humor, and able to both take self-initiative and take directions as a team member.
    • Prove past leadership experience.
    • Bilingual. A Mexican, Central American, or South American dialect of Spanish is preferred.
    • Preference for candidates with lived experiences of People of Color, tribes, and people with disabilities, low income, youth, and/or older age.
    • Preference for residence in Snohomish County.
    • Ability to lift 50 lbs.
    • Bachelor’s degree.

    Reports to: Executive Director

    Location: Hybrid: weekly in-person check-in meeting at Everett office; frequent in-person activities throughout community; and work from home as schedule allows.

    Equipment: MS Surface tablet will be provided with necessary software. Personal cell phone use will be compensated.

    Compensation:

    • $70,000 - $75,000 per year
    • Up to $300 per month contribution toward health insurance
    • Flexible hours
    • Paid Time Off: all federal holidays, accrued sick leave, accrued vacation time.
    • Work-related travel mileage, beyond standard commuting, will be reimbursed at the federal rate.
