    Job Purpose

    The HR Manager serves as a key member of the Operations team, providing leadershipand expertise acrosscore human resourcesfunctions, including talent acquisition, onboarding, employee relations, performance management, compliance, benefits administration, and payroll.

    The HR Manager contributes to a positive, equitable, and inclusive workplace culture by advisingstaff and managers, developing and maintaining HR practices and policies, and ensuring legal and regulatory compliance.

    Duties and Responsibilities

    • Oversee end-to-end recruitment, hiring, and onboarding processes to ensure an equitable and consistent candidateand employee experience.
    • Manage employee relations matters,providing coaching, conflict resolution support, and policy guidance to staff and managers.
    • Administer and process payroll accurately and on schedule,ensuring compliance with federal, state, and local requirements.
    • Maintain and update HR policies, procedures, and employee handbook; ensure organization wide understanding and consistent application.
    • Coordinate performance management processes, including goal setting, check-ins, performance evaluations, and improvement plans.
    • Support compensation reviews and ensureinternal equity in partnership with leadership.
    • Administer employee benefits programsand collaborate with external vendors to resolve issues and provide staff support.
    • Manage and maintain HRIS data and records, ensuringaccuracy, confidentiality, and effective reporting.
    • Support organizational learning, development, and DEIA initiatives to strengthen engagement and employee growth.
    • Foster a positive and inclusive staff culture by coordinating staff retreats, planning staff-wide events, and developing activities that enhance morale, teamwork, and engagement.
    • Ensure compliance with employment laws, internal controls, and HR best practices.

    Required Qualifications

    • 5+years of experience
    • Bachelor's degree or equivalent related experience
    • Strong knowledge of employment laws and HR best practices
    • Experience with payroll processing
    • Excellent communication, conflict resolution, and judgment
    • Strong attention to detail and organizational skills
    • Experience with HRIS platforms. BambooHR experience preferred but not required

    Preferred Qualifications

    • Experience working in a nonprofit or mission drivenorganization
    • Experience supporting multistate payrolland compliance
    • Familiarity with unionizedworkplaces and benefit administration in both union and leadership staff contexts
    • Experience with change management or organizational development initiatives
    • HRcertification (PHR, SHRMCP)preferred but not required

    Compensation and Benefits

    The startingannual salary range for this position is $77,500-$85,925. We offer a comprehensive and generousbenefits program, including:

    Insurance

    We offer medical,dental, and visionbenefits, with 100% of employeepremiums paid for by AFJ. Short-term disability, long-term disability, and life insuranceare provided at no cost to employees. AFJ also provides access to an employee assistance program for physical and mental well-being.

    Retirement

    Save for retirement with our 401K plan with a 5% employer contribution.

    Time Off

    AFJ offers a generous time off policy, including vacation leave, sick leave, personal days, and bereavement leave. AFJ observes 12 holidaysthroughout the year and additionally closes between December 24 and January 1.

    • Year1 (0-12 months):Eleven (11) days of vacationeach year (3.66 hours per pay period), with a maximum accrual cap of 17 days
    • Year2-4: Sixteen (16) days of vacation each year (5.33 hours per pay period), with a maximum accrual cap of 24 days
    • Year4+: Twenty-One (21 days) of vacationeach year (7.0 hours per pay period), with a maximum accrual cap of 32 days

    Parental Leave

    Eligible employees may take up to sixteen(16) total weeks of leave in connection with the birth of the employee's child, placement of a child with the employee for adoption, or gainingof a foster child. AFJ/AFJAction provides eligible employees with twelve (12) weeks of fully paid parentalleave for purposes of bonding with a new baby following a birth orplacement of a child for adoption or gaining of a foster child.

    • While performing the dutiesof this job, the employeeis regularly required to use a computer and communicate with others while doing so.
    • Onoccasion, travel by car, train,and/or airplane may be required.

    Travel requirements:

    • Foremployees located outsideof Washington, DC or workingremotely in the DC area, travel to events such as staff retreats, and other work meetings will be required approximately one to four times per year.

    Schedule:

    • Full-time
    • Daysand hours of work are Monday through Friday, 9:00 a.m. to 5:00 p.m.
    • Someoccasional evening and weekend hours may be required.

    Direct Reports

    This position has no directsupervisory responsibilities.
