    Second Cycle - Hilltop, Tacoma

    Who We Are

    Second Cycle is a 501(c)(3) community cycle center in Tacoma’s Hilltop. We believe the bicycle is a tool for personal and community empowerment. We have recently been awarded a significant state contract to launch an E-Bike Lending Library, providing no-cost "try-before-you-buy" and community resource bikes to low-income and overburdened residents across Pierce County.

    Position Summary

    This is a dual-impact role designed for a leader who is as comfortable with complex project logistics as they are with community relationship-building and fundraising.

    1. Program Management: You will launch and oversee the E-Bike Lending Library, ensuring we meet all WSDOT/UW deliverables, safety standards, and community impact goals.
    2. Development: You will lead the charge in "future-proofing" this role and Second Cycle’s broader mission by identifying new grants, managing donor relations, and securing the funding necessary to sustain our work beyond 2027.
    • Contract Term: This position is funded by a specific grant through June 2027. A primary goal of the "Development" portion of this role is to secure the funding necessary to extend this position permanently.
    • Classification: Full-time, Non-Exempt.
    • Compensation: $23–$28/hour DOE + Benefits.

    Key Responsibilities

    1. E-Bike Program Oversight (The WSDOT Contract)
    • Procurement & Compliance: Manage the purchase of at least 20 UL-certified (2271/2849) Class 1 & 2 e-bikes. Ensure all fleet operations strictly adhere to WA State RCW codes and safety regulations.
    • Fleet Management: Oversee maintenance schedules, secure storage, and anti-tampering monitoring.
    • Community Partnerships: Identify and manage relationships with local nonprofits to host "Community Resource" lending sites.
    • Education & Support: Design and lead mandatory 12+ rider orientations covering battery safety, locking techniques, and rules of the road.
    • Data & Reporting: Partner with the University of Washington and WSDOT to track mileage, survey participants, and submit monthly/annual project reports.
    1. Development & Sustainability
    • Grant Management: Identify, write, and submit proposals for local, state, and federal grants to support transportation equity.
    • Strategic Growth: Develop a sustainability plan to keep the E-Bike library operational after the initial contract ends in June 2027.
    • Donor Relations: Cultivate relationships with individual donors, corporate sponsors, and community partners.
    • Impact Storytelling: Use program data and photos (with proper releases) to create compelling narratives for annual reports and fundraising campaigns.

    Qualifications & Requirements

    • Project Management: Proven experience managing complex projects, ideally within the nonprofit or government-contract sector.
    • Technical Literacy: Comfort with e-bike technology, including an understanding of UL certifications and safe battery management.
    • Fundraising/Writing: Strong background in grant writing or professional development.
    • Equity Focus: Deep commitment to serving low-income and "overburdened" communities as defined by WA state environmental justice standards.
    • Logistics & Admin: Experience with data collection, budget tracking, and contract compliance.
    • Communication: Ability to facilitate "Learn to Ride" sessions and orientation for diverse populations.
