Housing Action Council (HAC) is a regional not-for-profit organization dedicated to expanding housing opportunities for low- and moderate-income households throughout the Lower Hudson Valley region. For nearly 50 years, we’ve helped bring thousands of affordable homes to life—partnering with local governments, developers, and communities to support inclusive growth and equitable development.
Our work spans housing policy, planning, and direct services—from helping residents access rental and homeownership opportunities to advising municipalities on zoning, development, and fair housing strategies. Team members engage in a wide range of hands-on projects and collaborate closely with leaders across sectors.

Position Summary
The Program Manager will play a central role in advancing affordable housing access and education across the Lower Hudson Valley. This position will oversee and implement grant-funded housing initiatives (including the +1 ADU program), lead HAC’s public engagement and coalition-building efforts, support HAC’s homeownership counseling program, and partner with the Executive Director to drive strategic communications, including our quarterly newsletter. This is a cross-functional role ideal for someone who thrives in community-facing work, program management, and policy-driven communications.
