    Housing Action Council (HAC) is a regional not-for-profit organization dedicated to expanding housing opportunities for low- and moderate-income households throughout the Lower Hudson Valley region. For nearly 50 years, we’ve helped bring thousands of affordable homes to life—partnering with local governments, developers, and communities to support inclusive growth and equitable development.

    Our work spans housing policy, planning, and direct services—from helping residents access rental and homeownership opportunities to advising municipalities on zoning, development, and fair housing strategies.     Position Summary

    The Program Manager will play a central role in advancing affordable housing access and education across the Lower Hudson Valley. This position will oversee and implement grant-funded housing initiatives (including the +1 ADU program), lead HAC’s public engagement and coalition-building efforts, support HAC’s homeownership counseling program, and partner with the Executive Director to drive strategic communications, including our quarterly newsletter. This is a cross-functional role ideal for someone who thrives in community-facing work, program management, and policy-driven communications.

    Key Responsibilities

    Program Management (e.g., +1 ADU, counseling services, etc.)

    • Oversee implementation and performance tracking of housing-related grant programs, ensuring that objectives and outcomes are met.
    • Coordinate delivery of HUD-compliant housing counseling and educational services, supporting client intake, documentation, and quality assurance.
    • Ensure full compliance with funder requirements, including timely reporting, accurate tracking of program metrics, and effective budget management; assist with grant renewal and expansion efforts.
    • Collaborate with municipal and nonprofit partners to align deliverables, strengthen outreach efforts, and maximize program impact.
    • Identify and develop new partnerships and funding opportunities that advance HAC’s mission and enhance its role as a regional housing leader.

    Public Engagement and Communications

    • Serve as a key ambassador for HAC by partnering with the Executive Director to represent the organization in regional housing coalitions, working groups, and advocacy campaigns.
    • Lead and coordinate community engagement efforts, including public workshops, training sessions, and outreach events focused on homeownership, rental opportunities, and housing development.
    • Develop and implement comprehensive communications strategies to build awareness, encourage community participation, and generate support for affordable housing. This includes producing a regular e-newsletter highlighting HAC’s initiatives, impact, and community voices.
    • Create clear, inclusive, and compelling content for print materials, email campaigns, and social media platforms, maintaining a consistent brand and tone across all channels. Collaborate with internal teams to gather stories, updates, and data that inform the public.
    • Maintain and optimize HAC’s communications infrastructure, including email distribution lists and the organization’s CRM system, to ensure effective outreach and stakeholder engagement.

    Qualifications and Certifications

    • 3+ years of experience in affordable housing, community development, program management, or nonprofit operations.
    • Experience managing public or private grant programs, including reporting and compliance.
    • Familiarity with housing counseling frameworks (HUD certification a plus).
    • Excellent written and verbal communication skills, with experience in public-facing communications.
    • Demonstrated success working with coalitions, community groups, and/or public agencies.
    • Ability to manage multiple projects, meet deadlines, and adapt to changing priorities.
    • Proficiency in digital communications tools and platforms (e.g., Constant Contact, Canva, WordPress or similar software) is desirable.
    • Must have access to reliable transportation; regional travel may be required. Some evening or weekend events may occur.

    Benefits & Compensation

    $80,000.00 - $95,000.00 per year (full time/exempt)
