About the position:
Americares has identified a set of organizational metrics to track progress against its five-year strategy. These metrics have already been selected in consultation with Strategy and Leadership. The MERL department at Americares is responsible for operationalizing the organizational metrics which relate to Americares programmatic work in medicine security, humanitarian programs and health services.
Americares is seeking an experienced consultant to operationalize these metrics: define them precisely, develop tools and processes to measure them, and build organizational capacity to ensure they can be reported consistently and meaningfully.
Key Outcomes and Deliverables:
Inception work plan (first 2 weeks).
Draft definitions and data requirements for all agreed metrics.
Set of measurement tools/templates for each metric.
Operational plan (roles, responsibilities, data flow, reporting cadence).
Staff guidance documents (short and user-friendly).
Training materials and at least 1–2 pilot training sessions.
Final package of all tools, plans, and materials, with a handover briefing to QIL and Strategy teams.
Scope of Work:
Review the final list of organizational metrics provided by the Strategy department.
Develop precise definitions, calculation methods, and data requirements for each metric.
Produce measurement tools and templates (e.g., data collection instruments, calculation worksheets, system integration requirements).
Draft an operational plan that sets out data flows, responsible parties, frequency of measurement, and reporting lines.
Prepare guidance documents (including definitions, use cases, and limitations) for staff.
Identify capacity-building needs and design corresponding tools and training sessions.
Develop training materials (slides, job aids, facilitator notes).
Lead or co-facilitate initial capacity-building sessions with staff.
Provide recommendations for sustaining measurement and reporting of metrics over time, including governance and ownership structures.
Degrees and/or experience required for the consultancy:
8–10 years of experience in MERL, performance measurement, or data systems within an NGO, UN agency, or consultancy.
Prior experience with organizational effectiveness frameworks, theory of change metrics, or strategic indicator portfolios.
These competencies are required for the consultancy:
Excellent communication skills to work with technical and non-technical staff.
Demonstrated experience in operationalizing organizational or strategic metrics.
Strong skills in indicator definition, data systems integration, and measurement tool development.
Experience designing capacity-building programs (training sessions, job aids, guidance).
These competencies would be great to have, but are not required:
Fluency in languages that are spoken in at least one of our core locations (India, Philippines, Tanzania, El Salvador, Puerto Rico, Colombia, etc.), in addition to English.
