At The Salvation Army Children’s Services, our mission is to protect, nurture, and strengthen children and families through compassionate, trauma-informed care.

Through our Foster Care and Adoption Program in Eastern Pennsylvania, we serve children who have experienced abuse, neglect, trauma, and family instability. We walk alongside foster and kinship families, adoptive families, and biological families working toward reunification — providing guidance, advocacy, and unwavering support every step of the way.

As the only Salvation Army Foster Care & Adoption program in the United States, we bring a unique blend of professional excellence and heartfelt ministry to this work. Our team is committed to ensuring every child feels safe, valued, and hopeful about their future.

At The Salvation Army Children’s Services – Foster Care & Adoption Program, we are committed to protecting children, strengthening families, and building brighter futures across Eastern Pennsylvania.

For more than 35 years, our program has served children who have experienced abuse, neglect, trauma, and family instability. We support foster parents, kinship caregivers, adoptive families, and biological families working toward reunification. Our goal is always safety, permanency, and well-being for every child entrusted to our care.

We operate from a trauma-informed, strengths-based framework that recognizes the resilience of children and families. Our services are family-centered and culturally responsive, with bilingual support available to ensure accessibility and equity. We believe in meeting families where they are and walking alongside them with compassion, professionalism, and accountability.

Our values are rooted in dignity, respect, integrity, and hope. We honor the lived experiences of those we serve and intentionally elevate family voice in program design and service delivery. Several members of our leadership and advisory structures have lived experience in foster care and adoption — including foster and adoptive parents and individuals who grew up in care — bringing authenticity and insight to our work.
