    Descrição

    The COOP Developer is responsible for developing and implementing a Continuing Operations Plan (COOP) that prepares the organization to respond effectively and maintain essential services in the event of an active shooter or violent intruder incident. This position plays a key role in ensuring the safety of staff, volunteers, and clients while supporting the organization’s mission continuity during emergencies.

    Key Responsibilities:

    • Develop and document a Continuing Operations Plan (COOP) specific to active shooter scenarios and other acts of workplace violence.
    • Identify and prioritize mission-critical programs and services that must continue or resume quickly after an incident.
    • Conduct risk assessments and safety audits of program sites, offices, and community service locations.
    • Collaborate with internal departments, partner agencies, and local law enforcement to align emergency response procedures and ensure consistent communication protocols.
    • Create and update evacuation, shelter-in-place, and lockdown plans tailored to each facility.
    • Develop and coordinate staff and volunteer training, including active shooter awareness, response drills, and recovery support.
    • Establish and maintain emergency communication procedures, including alerts, notifications, and leadership response protocols.
    • Ensure compliance with non-profit safety standards, OSHA requirements, and FEMA COOP guidelines.
    • Integrate trauma-informed approaches and post-incident recovery processes, such as debriefing and access to counseling resources.
    • Review and update the COOP annually or as organizational changes occur.

    Qualifications:

    • Bachelor’s degree in Emergency Management, Public Safety, Nonprofit Administration, or related field (Master’s preferred).
    • Minimum 3–5 years of experience in emergency planning, risk management, or nonprofit operations.
    • Knowledge of FEMA COOP frameworks, DHS Active Shooter Preparedness, and Incident Command System (ICS) principles.
    • Strong collaboration, communication, and project management skills.
    • Experience developing and conducting staff or volunteer safety training.
    • Commitment to the mission and values of the organization, with sensitivity to diverse populations and communities served.

    Working Conditions:

    • Primarily office-based
    • May require participation in after-hours drills or emergency response activities.
