    As a movement operations organization, we believe in building thoughtful systems that support a people-powered movement. We are providing back office support to our partner organizations, increasing their ability to build power and fight for justice in working-class communities of color.

    Resilient Strategies partners with key grassroots organizations led by working class people of color. Current RS Network Partner Organizations include: Seed the Vote, San Francisco Rising, the Chinese Progressive Association, Trabajadores Unidos - Workers United, Black Futures Lab, Seeding Change, Bay Resistance, AAPIs for Civic Empowerment, and Black to the Future.

    Position Overview:

    The Human Resources and Operations Manager will focus on human resources administration (i.e. payroll, policy management, benefit administration, workers compensation, and compliance) and nonprofit operations (i.e. insurance, legal compliance & risk management). Supervisory duties may also be required for this position. We are looking for an experienced HR generalist who can support our team as we continue to grow our network. Responsibilities subject to change based on candidates’ experience. The Human Resources and Operations Manager reports directly to Human Resources Director.

    Role and Responsibilities:

    Human Resources Administration (70%)

    • Manage ADP (HRIS and payroll system) and relationship with ADP service providers
    • Support employees and organizations with workplace accommodations, workers compensation, and filing incident reports.
    • Oversee and complete federal, state and local employment reporting requirements.
    • Manage the hiring of new staff members including recruitment, hiring, onboarding, and orientation, as well as offboarding and other staff transitions.
    • Support onboarding new organizations to our network
    • Maintain awareness and knowledge of labor law and assure organizational compliance, including providing guidance to staff and managing organizational risks.
    • Continually improve HR practices, including aligning processes with racial justice values.
    • Research, problem-solve, and make recommendations on complex HR administrative questions that inevitably arise.
    • Support on other human resource matters as needed.

    Compliance and Risk Management (30%)

    • Working with key staff and legal counsel, support the building and implementation of policies, systems and practices that help ensure compliance with a variety of intersecting laws.
    • Manage systems and processes related to risk management and legal compliance, such as insurance and political reporting.
    • Track and report lobbying, partisan, and other reported activities for various organizations.

    Additional responsibilities and shared responsibilities: 10%

    • Participate in staff activities for planning and evaluation as needed
    • Support other campaigns, programs and organization-wide activities as needed
    • Seek to develop and expand own view of movement technology and technology

    Work Environment / Physical Demands

    This position will work out of the Oakland office; Hybrid work schedule of 3 days in-person / 2 days work from home; able to work on a computer including sitting at a desk for extended periods of time with or without reasonable accommodation; manual dexterity to operate a keyboard; able to see or read a computer screen and printed material with or without vision aids; able to speak clearly and in audible tones on the phone and in-person and be understood by others; able to hear and understand speech, including on the phone; able to understand and follow oral and written instructions; able to occasionally lift objects weighing up to 10 pounds, etc.

    Key Qualifications

    • At least 3 years working in people-centered human resources in social justice organizations.
    • Experience using HRIS platforms.
    • As a prerequisite, the successful candidate must believe in the core values of CEP, CEPEF and Resilient Strategies and be driven by the mission. The candidate should demonstrate a passion for breaking new ground to lead social change.
    • Beyond that, we are seeking a candidate that has proven experience in scaling an ecosystem of organizations and a demonstrated ability to both lead and build the capabilities of the staff team.

    Additional requirements are:

    • Action and Solution Oriented: Enjoys working hard and looks for challenges; able to act and react as necessary, even if limited information is available; not afraid to take charge of a situation; can take necessary leadership in challenging and difficult situations
    • Communication: Effective, thoughtful and compassionate written and verbal communication skills; be able to adapt communication to different audiences and situations; be able to develop clear and concise written communication
    • General Management: thorough understanding of finance, systems, and HR; broad experience with the full range of business functions and systems, including strategic development and planning, budgeting, business analysis, finance, information systems, human resources, and marketing

    Employment Terms: This position is being offered as a full-time, 40 hours/week position. This position is hybrid and reports to our Oakland office at least two times per week. Preference for San Francisco Bay Area, open to remote placement for folks who can travel to the bay area regularly (3-4 times per year).

    Salary and Benefits: Estimated salary range $70,000-$90,000 We offer a competitive health benefits package that includes: medical, dental, vision, and a generous paid time off schedule.
