    General Description:

    The Madison Housing Authority (MHA), a public housing agency funded by the U.S. Department of Housing and Urban Development (HUD), is seeking a Deputy Director/Housing Manager to play a key leadership role in our property management and tenant empowerment team.

    This position is responsible for managing the occupancy, admissions, and ongoing maintenance of 136 MHA-owned units. The role also includes compliance oversight and auditing support for 195 units managed by the Summit Housing Authority (SHA).

    In addition, the Deputy Director/Housing Manager oversees agency procurement processes and serves as a strategic partner to the Executive Director, supporting the planning and implementation of organizational goals in the areas of operations, finance, capital projects and housing development.

    Title Note: While the full title for this position is “Deputy Director/Housing Manager,” the Madison Housing Authority reserves the option to appoint the selected candidate initially as “Housing Manager” if they do not yet meet the experience threshold for the Deputy Director designation. In such cases, the “Deputy Director” title may be added upon successful completion of a mutually agreed-upon set of performance milestones.

    Major Duties:

    • Oversees leasing, occupancy, maintenance operations, inspections, tenant communications, and legal actions for MHA’s 136 HUD project-based voucher affordable housing units.
    • Supervises administrative and maintenance staff, including conducting annual performance evaluations for direct reports.
    • Manages procurement activities; willingness to obtain New Jersey Qualified Purchasing Agent (QPA) certification (More Info).
    • Oversees personnel functions such as payroll processing, employee onboarding, pension reporting, and benefits administration.
    • Coordinates initial and ongoing staff training in areas such as ethics, safety, cybersecurity, liability, and more
    • Serves as contract administrator for the Summit Housing Authority (SHA) project-based voucher program, including:
    • Conducting annual audits of SHA tenant files
    • Reviewing monthly Housing Assistance Payments (HAPs) to SHA
    • Coordinating annual independent inspections of SHA units
    • Attends and presents reports at monthly MHA Board meetings.
    • Provides operational and strategic support to the Executive Director, including assistance with:
    • Budget development and audit preparation
    • Capital maintenance and modernization planning
    • New development initiatives
    • Moving to Work (MTW) agency waiver activities
    • Other agency priorities as needed
    • Represents MHA’s mission to the public and collaborates with local, state, and national affordable housing organizations, including NAHRO, PHADA and the MTW Collaborative

    Required Education & Skills:

    • Bachelor’s degree required; Master’s in Public Administration or related field preferred.
    • Strong understanding of general accounting principles and solid mathematical skills.
    • Excellent written and verbal communication skills, along with strong interpersonal, administrative, and time management abilities.
    • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and strong general computer skills.
    • Minimum of three (3) years of management and supervisory experience.
    • Experience with, or working knowledge of, public housing authorities and HUD housing programs is highly desirable.

    Required Training, Travel & Screening:

    • Must obtain Public Housing Manager Certification within one (1) year of hire.
    • Completion of Fair Housing, Ethics, and NJPHA JIF-mandated trainings within one (1) year of hire.
    • Must obtain New Jersey Qualified Purchasing Agent (QPA) certification within three (3) years of hire.
    • Completion of New Jersey Administrative Agent Certification within two (2) years of hire.
    • Willingness to travel to approximately four (4) state and national public housing industry conferences annually.
    • Subject to annual criminal background check in accordance with the agency’s Protection & Safe Treatment of Minors policy.
