    The Bookkeeper assists in supporting the Finance and Administrative Manager in the accounting operations of Gold Ridge RCD’s $5-11 Million-dollar annual budget sourced primarily through local, state, and federal grants. The purpose of this position is to perform highly responsible financial, accounting, and administrative duties in compliance with local government, RCD, and State policies, procedures and regulations, including, but not limited to budgeting, general ledger, payroll, accounts receivable, and accounts payable. Perform all other work as required. The Bookkeeper keeps accurate records of agency financial transactions, monitors delinquent accounts, prepares monthly statements and financial reports, and answers customer questions regarding billing issues. This position reports to the Finance and Administrative Manager. This position has no supervisory requirements.

    This is a 20 hour per week exempt, hybrid position. Two days per week are required in the office in coordination with the Finance and Administrative Manager, Mondays and Fridays. Application opens January 23, 2026, and is open until filled.

    Essential Functions/Duties:

    • Manage bank accounts and prepare deposits, wire transfers, and internal invoicing.
    • Responsible for all accounts payable functions including but not limited to entering and coding vendor bills and credit card receipts, prepare and process warrant requests for board signature, collect checks processed by the county, communicate regularly with staff to ensure proper coding, answer questions on payments for vendors, journal entries (as needed), W-2s and 1099s.
    • Responsible for all accounts receivable functions including but not limited to preparing and entering invoicing, receiving and depositing payments, and monitoring AR aging.
    • Document and update Standard Operating Procedures as needed for review and adoption.
    • Support Financial and Administrative Manager with compliance of local, state and federal regulations.
    • Prepare Workers’ Compensation fiscal year-end reconciliation and estimates for new fiscal year.
    • Performs all payroll functions including but not limited to preparing bi-weekly payroll, deductions, and accruals; reconciliation of worker’s comp; monitoring of time tracking and compensation.
    • Works closely with District staff in preparing the annual Budget.
    • Performs period-end reporting and year-end functions, including budget versus actual comparisons, journal entry adjustments, computer closeout procedures, processing of 1099 forms and applicable State/Federal reporting, processing, and submission of required forms, reports and surveys.
    • Support documentation preparation and information compilation necessary for the independent audit.
    • Assist the Finance and Administrative Manager with grant and project administration. Maintain requisitions for payment and reimbursement. Maintain all insurance policies, bonding requirements, health insurance policies in conjunction with the Finance and Administrative Manager.
    • Attend relevant seminars and training sessions regularly to remain up to date on municipal and accounting rules and regulations to maximize proficiency in the position.
    • Provide clerical assistance to the Executive Director and Finance and Administrative Manager.
    • Other duties as assigned.

    Required:

    • Associate's degree in accounting, finance, or related field; three years' experience, preferably in a municipal office; or any equivalent combination of education and experience.
    • Knowledge of internal control procedures, bookkeeping and accounting procedures and systems.
    • Ability to perform detailed work involving written and numerical data and to make arithmetical calculations rapidly and accurately.
    • Ability to take and transcribe meeting minutes.
    • Prepare complete and accurate accounting reports and statements.
    • Maintain accurate administrative, fiscal, general, and confidential records and files.
    • Communicate clearly and effectively both orally and in writing in English at a level required for successful job performance.
    • Maintain effective working relationships with other agencies, employees, and the public.
    • Effectively present information and respond to questions from managers, employees, and the public.
    • Proficient skill in computers and appropriate software applications including financial.
    • Aptitude for numbers and details.
    • Excellent organization, planning, and analytical skills.
    • Must exhibit strong initiative, a high level of integrity, and sound judgment.
    • Comfort and willingness to work with diverse opinions and perspectives in a highly-collaborative, team-oriented work environment.

    Preferred:

    • Practical knowledge of modern municipal fund accounting theory, principles, and practices.
    • Highly proficient in QuickBooks Online, MS Office with advanced Excel skills.
    • Experience with Monday.com.
    • Knowledge of government grant administration.

    Work Environment:

    Work is performed in an indoor setting: a professional office environment that includes the operation of standard office equipment such as computers, phones, copiers, calculators, and filing cabinets.

Ability to operate a keyboard, mouse, and calculator at efficient speed and to view computer screens and spreadsheets for extended periods. Driving is required for local travel.

    Status: Non-Exempt. This is an at-will position.

    Reports to: Finance and Administrative Manager

    Hourly Rate: $28 to $35, commensurate with applicable experience and professional qualifications.

    Benefits: 40 hours per year sick time
