    This posting is for two (2) temporary full-time vacancies with the State of Hawaii, Department of Land and Natural Resources, Mauna Kea Stewardship and Oversight Authority.

    The position is located in Downtown, Oahu.

    Salary: Minimum $140,000.00 - $150,000.00 Annually (salary commensurate with education and experience).

    This position is a temporary full-time, non-civil service, special, research or demonstration project in accordance with Hawaii Revised Statutes Section 76-11.6 (Act 160, SLH 2015) and will terminate upon completion of the special project on June 30, 2028.     Duties Summary

    This position reports to the Executive Director and serves as the definitive expert for business transformation and integration of Center for Maunakea Stewardship (CMS) staff and organization into Mauna Kea Stewardship and Oversight Authority (MKSOA), from integration planning to implementation, with a strong emphasis on communication, project management, and change management; and performs other duties as assigned. This position will be based at the Authority’s Office(s) on Oahu but will need to work occasionally on other islands requiring overnight stay.

    Minimum Qualification Requirements

    Citizenship Requirement: Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.

    RECOMMENDED QUALIFICATIONS:

    Knowledge of: State government laws, administrative rules, policies, procedures, practices, and operations; post-merger integration, change management, project management, communications, and business process transformation.

    Skills/Abilities to: Proficient with business process mapping and project management tools and metrics to monitor milestones, identify delays, and adjust plans as needed; strong written and oral communication; engage elected officials, leadership, management, and employees to build alignment; quickly learn or have a general understanding of the automated systems and basic software applications used by the State; and act as a mediator to balance competing priorities, organizational structures, and team dynamics.

    Recommended Education: Graduation from an accredited four (4) year college or university with a bachelor’s degree. Preference given to advanced degrees in business and management.

    Recommended Specialized Experience: Ten (10) years of progressively responsible professional work experience in management consulting, business transformation, or project management; and demonstrated success in overseeing and/or transforming business processes in critical functional areas, such as Human Resources, Information Technology, finance, and operations.

    Desirable Qualifications: Experience with post-merger integration planning and implementation.

    License Requirement: Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.

    Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered.

    This position is exempt from the civil service and considered temporary in nature.
