    In 1974, the Town Council of Mansfield, in accordance with State Statutes and a Council resolution declaring the need for a Housing Authority, appointed a board of five Commissioners to deal with the following problems:

    The need for attractive, affordable, safe and sanitary housing for independent elderly citizens sixty-two years of age and older.

    The need for attractive, affordable, safe, and sanitary housing for low-income and moderate-income families, irrespective of age.

    Early in 1975, the Commissioners of the Housing Authority, in keeping with the Town Council’s charge, defined their objectives as follows:

    To seek State funds for the purpose of acquiring land, sewer, and water facilities and to construct affordable housing for independent elderly citizens sixty-two years of age and older.

    To seek federal funds for the purpose of providing a HUD rent subsidy program for low-income and moderate-income families in the Mansfield area.

    To develop innovative programs and activities in the housing area for the people of Mansfield at large.
