    About MOSAIC

    MOSAIC is a statewide coalition advancing coordinated policy and programmatic work across Asian American and Pacific Islander (AAPI) non-profit organizations in California, in partnership with and in service of all communities. MOSAIC aligns partners to deliver shared outcomes through integrated planning, implementation, and accountability across regions and issue areas.

    MOSAIC is fiscally sponsored by Chinese for Affirmative Action, a leading civil rights non-profit founded in 1969 that advances racial and economic justice, immigrant rights, and multiracial democracy. CAA provides administrative infrastructure, compliance, and operational support to MOSAIC through Asian Americans for Civil Rights and Equality (AACRE).

    Consultancy Overview

    MOSAIC seeks a Project Director to lead execution of its 2026 and 2027 funded work plans and deliverables. This role is responsible for refining existing work plans and ensuring that MOSAIC’s programmatic commitments are implemented on time, with quality, and in alignment with grant requirements.

    The Project Director will translate coalition strategy and existing plans into clear implementation pathways, drive execution across multiple partners and regions, and ensure accountability for results. This role requires strong execution discipline, coordination across organizations, and the ability to advance complex work in a structured and timely manner.

    Scope of Work

    Project Implementation and Accountability

    • Lead execution of MOSAIC’s California Department of Social Services (CDSS) grant scope, ensuring all deliverables are completed on time and to a high standard
    • Refine and maintain detailed implementation plans with timelines, owners, and milestones
    • Track progress across all workstreams and ensure commitments convert into completed outputs
    • Identify risks or delays early and take corrective action to keep work on track
    • Coordinate with fiscal sponsor on contracting, invoicing, and compliance requirements

    Regional Implementation and Partner Leadership

    • Coordinate across multiple organizations and project teams to ensure deliverables are advanced and completed
    • Lead execution of MOSAIC’s community readiness work across priority regions (including Inland Empire, Central Valley, and San Diego) and key issue areas, ensuring consistent follow-through
    • Develop readiness assessment frameworks across key issue areas in coordination with partners and consultants
    • Work with regional partners to translate plans into concrete activities, outputs, and outcomes
    • Synthesize regional findings into statewide learnings and recommendations that inform MOSAIC’s broader work
    • Engage and coordinate additional consultants and contributors, as needed, to support execution
    • Align partners around specific outputs, deadlines, and roles
    • Ensure that meetings, convenings, and working sessions are documented and result in completed work products
    • Follow up consistently to drive progress and maintain accountability

    Policy Analysis and Recommendations

    • Oversee completion of policy analysis and recommendation deliverables required under MOSAIC’s work plans, working closely with the Policy Consultant, who will lead this work
    • Key deliverables include:
      • Policy analyses and recommendations aligned with MOSAIC priorities
      • Strategy documents and implementation frameworks
      • Briefs and reports to inform stakeholders and partners
    • Ensure deliverables are rigorous, clearly written, and actionable
    • Coordinate inputs from partners, consultants, and committees into cohesive final products

    Project and Contractor Oversight

    • Manage and coordinate the work of consultants, partner organizations, and other contributors, including the Policy Consultant
    • Ensure clear scopes of work, deliverables, and timelines are aligned with MOSAIC’s implementation priorities
    • Track progress, timelines, and quality across all contributors to ensure timely, high-quality completion of deliverables
    • Provide direction, feedback, and quality control to ensure outputs meet expectations
    • Coordinate across contributors to ensure workstreams are integrated and reinforce overall deliverables
    • Support budget tracking, forecasting, and pacing of implementation in coordination with fiscal sponsor

    Deliverables

    • Comprehensive implementation plan with milestones, timelines, and responsible parties
    • Regular progress updates and reporting to MOSAIC leadership and fiscal sponsor
    • Execution of regional implementation activities, including convenings in priority regions (Inland Empire, Central Valley, and San Diego), with documented outputs and follow-up actions
    • Completed 2026–2027 work plan deliverables, including policy analyses, recommendations, and regional implementation deliverables
    • Draft reports and required deliverables to the California Department of Social Services (CDSS), in coordination with MOSAIC leadership and fiscal sponsor
    • Documentation of decisions, outputs, and implementation progress
    • Coordination and delivery of contractor scopes and outputs

    Qualifications

    Required

    • Demonstrated experience executing complex, multi-stakeholder projects with clear deliverables and deadlines
    • Strong project management skills with a track record of driving work from planning through completion
    • Ability to coordinate across organizations and ensure accountability without formal authority
    • Experience producing or overseeing written deliverables (e.g., reports, policy documents, briefs)
    • Strong organizational skills and consistent follow-through

    Preferred

    • Experience working with public grants or government-funded initiatives
    • Familiarity with California state policy and/or statewide initiatives
    • Experience working with community-based organizations or coalitions
    • Understanding of issues impacting Asian American and Pacific Islander communities

    Structure and Reporting

    • Works closely with MOSAIC Co-Chairs and MOSAIC Programmatic Committees Chairs
    • Coordinates with and is accountable to the MOSAIC Programmatic Committees for implementation of work plans and deliverables
    • Oversees project teams and coordinates with consultants, including the Policy Consultant
    • Coordinates with Chinese for Affirmative Action as fiscal sponsor on contracting, invoicing, compliance, and reporting

    Term and Compensation

    • Start: Immediate
    • Term: Through June 2027, with potential for extension
    • Structure: Independent contractor (this is not a staff position; no set hours, benefits or employment relationship)
    • Expected Engagement: Anticipated to require a full-time level of professional commitment to meet scope and deliverables
    • Compensation: Approximately $12,000–$15,000 per month, to be negotiated based on final scope
    • Location: Remote/hybrid, with travel within California as needed

    Note About Consulting

    Consultants / contractors are required to furnish a completed W-9 form, and will receive a 1099 for tax filing purposes. 1099 contractors retain independence and manage their own work schedules. Contractors are responsible for their own taxes and insurance needs, and providing their own equipment.
