    Inside Circle (IC) is a nonprofit organization that builds transformative environments for system-

    impacted youth and adults to heal, find purpose, and build meaningful lives of service.

    Inside Circle Healing Home: Our new Healing Home is a specialized sanctuary designed to support up to 11

    system-impacted adult men returning to community. By providing a safe, drug-free, and highly

    structured environment, the Healing Home is not merely about providing a bed; it is about

    rebuilding human spirit and community ties through radical accountability. Such transformative

    work necessitates a staff of high-level dedication to support the long-term stability and positive

    life-trajectories of our residents.

    POSITION OVERVIEW

    The Case Manager serves as the primary support for the licensee’s transition. This position is

    responsible for the design, implementation, and clinical oversight of the Individual Reentry Plan

    (IRP), guiding each resident from the initial orientation milestone through to program

    completion.

    The Case Manager role is a blend of strong administrative/documentation skills, clinical

    assessment, systemic tracking, and community advocacy. This balance is vital: attention to

    tracking and file detail provides the evidence base for success, while advocacy ensures residents

    are met well by the community as they reintegrate. At the same time, this position works closely

    with a vulnerable population during a high-risk period, and requires high emotional intelligence.

    This position reports directly to the Program Director, and works in close partnership with two

    full-time House Managers living on site.* While this is a part-time position, it is also the role that

    holds central accountability and oversight for the reentry journey and milestones for licensees.

    collaborative ecosystem requires a professional who can maintain strict professional boundaries

    while operating within a family atmosphere of high-stakes support.

    SPECIFIC RESPONSIBILITIES

    The work is primarily performed on-site several days a week to maintain direct engagement with

    the community. The Case Manager designs interventions across three distinct program tracks:

    Short-Term Reentry, Long-Term Facilitator (which emphasizes leadership development and peer

    mentorship), and Intermittent Training.

    Specific duties under these areas include but are not limited to:

    Admissions & Intake

    • Eligibility and Risk Screening: Oversee the application process for potential licensees, conduct rigorous background checks to screen out non-negotiable disqualifying offenses, specifically arson and sex offenses, to ensure the safety of the communal environment.
    • Assessment Interviewing: Evaluate prospective licensees for programmatic fit, gathering preliminary assessment data to provide acceptance recommendations to the Executive Director and Program Director.
    • Onboarding & Orientation: Lead the 24-48 hour orientation process, ensuring licensees understand the legal weight of the Licensee Agreement.

    Reentry Planning, & Progress Monitoring/Coaching

    • Develop and monitor IRP: Formulate a comprehensive Individual Reentry Plan (IRP) within the first two weeks of arrival, serving as the primary roadmap for the licensee’s transition.
    • Conduct regular one-on-one meetings to monitor IRP progress, maintaining meticulous, confidential case files within the program’s database
    • Maintain documentation not merely as a record, but as a clinical evidence base.
    • SMART Goal Synthesis: Utilize validated tools to set goals regarding Workforce Development Integration, education, health stabilization, and family reunification.
    • Assess and Assign Program Track: in consultation with the Program Director, Executive Director, and House Managers, assess for appropriate program direction. This includes adjusting as milestones are or are not met, to ensure successful completion of at least one track.
    • Leadership Track Integration: For those in the Long-Term Facilitator track, design specific leadership milestones that allow for peer mentorship and community facilitation.
    • Positive House Culture Support: Initiate and lead restorative justice protocols in response to derogatory language or community conflicts, or as requested by House Managers.

    Service Referrals & Advocacy

    • SDOH Intervention: Act as the primary liaison to external systems, facilitating immediate access to Medicaid, food assistance, and vital identification documents.
    • Clinical Coordination: Navigate the external provider landscape to refer residents to specialized mental health counseling and substance abuse treatment as appropriate.
    • Legal & Workforce Liaison: Coordinate with probation and parole officers to ensure absolute legal compliance, while simultaneously engaging with workforce development agencies to secure employment opportunities.

    QUALIFICATIONS / ESSENTIAL SKILLS & ABILITIES

    • Bachelor’s degree in social work, counseling psychology, or related field (associate degree plus experience will also be considered)
    • 2–3 years of professional experience in reentry services, social work, or criminal justice.
    • Mastery of Google Workspace (Sheets, Drive, Forms), Case Management software, and database management for case notes.
    • Advanced de-escalation techniques and the ability to maintain unwavering professional boundaries.
    • Proficiency in Motivational Interviewing, Cognitive Behavioral Techniques, and crisis intervention
    • Candidate must be capable of collaborating with a broad range of partners, from parole officers and court officials to the families of system-impacted men.
    • Deep familiarity with Restorative Justice protocols and the ability to apply them within a transitional living context.
    • Understanding of parole/probation systems and reporting requirements, as well as community resources.
    • Background check, valid driver’s license required

    COMPENSATION

    This is a part-time, in-person hourly position in Sacramento. Salary is $30/hour, estimated at 20

    hours/week ($31,200 annually).

    TIMELINE

    • While their duties are distinct, the Case Manager and the House Managers operate as a unified

    team. House Managers handle immediate, day-to-day security and operational decisions, while

    the Case Manager takes the lead on service planning and clinical decisions. Both roles collaborate

    continuously, attending weekly staff meetings to discuss case updates, intake planning, and

    disciplinary actions. To maintain strict organizational accountability, both the House Managers

    and the Case Manager report directly to the Program Director or designated executive leadership.

    The Case Manager reports to the Program Director regarding all clinical and case-related matters.

    This role takes the definitive lead on all decisions related to individualized service planning for our

    program participants. Conversely, the House Managers report to the Program Director specifically

    regarding facility operations and any incidents that occur on the property. In the day-to-day

    functioning of the home, the House Managers are fully empowered to take the lead on making

    immediate decisions, particularly those concerning the immediate safety and security of the

    facility.
