    Program Context:

    Stockton Scholars (SS) is a college promise initiative launched in 2018 by former Mayor Michael Tubbs through the Reinvent Stockton Foundation to increase college enrollment and success for students in Stockton, CA. The program provides scholarships of up to $1,000/year for students attending 4-year universities and $500/year for those attending 2-year colleges or trade schools, with eligibility extended to all public high school seniors within Stockton city limits who meet basic academic requirements. In addition to financial support, Stockton Scholars offers mentorship, leadership development, and annual summits to help students transition to and thrive in college. The initiative is rooted in equity, community engagement, and a commitment to long-term impact. Through strong partnerships with school districts and local organizations, Stockton Scholars is creating lasting pathways to opportunity for Stockton’s youth.

    Position Description:

    Stockton Scholars (SS) is searching for a highly skilled and highly motivated individual to serve as the Associate Director (AD). Reporting to the Vice President of Programs (VPP) and belonging to the SS Team, the AD will oversee the overall management of program operations, implement and execute strategic initiatives, and lead a dedicated team committed to expanding post secondary access in Stockton. The AD is responsible for ensuring program initiatives are strategically aligned with SS’s overall strategic plan, initiatives are executed with tangible impact, and making progress towards the vision and mission. The AD will also support external partnerships, including but not limited to: consultants, contractors, donors, community partners, local school districts, colleges and universities and other programs. The AD will manage the SS team, including but not limited to: execution of annual performance management, weekly checkins, budget forecasting and ongoing development opportunities. The ideal candidate has strong people management, communication, organization and project management skills and a strong commitment to post secondary access and completion.

    Work is currently performed in a hybrid format, with a combination of remote and in-person work at the Reinvent Stockton Foundation Headquarters located at 121 E. Weber Ave., Stockton, CA 95202. This arrangement is subject to change at the discretion of the organization based on operational needs. Reliable transportation is required. The role occasionally requires availability during non-traditional hours, including evenings and weekends, to support programming and events.

    Core Responsibilities:

    • Program Management (25%):
      • Oversee the daily operations of the Stockton Scholars programs, ensuring alignment with organizational goals and objectives, departments, and workstreams to ensure strong and efficient program delivery. .
      • Implement organizational policies, procedures, and best practices.
      • Monitor program performance and ensure compliance with grant requirements and other regulations.
      • Lead Alumni Strategy development and execution, including the Alumni Board and various operational duties to support that body of work.
      • Support outreach to increase the number of scholarship applications year over year.
    • Strategic Direction (10%):
      • Collaborate with the Vice President of Programs (VPP) and leadership team to develop and execute the organization's strategic plan.
      • In collaboration with the VPP, identify and pursue opportunities for program growth and improvement.
      • Lead the development and implementation of new programs and projects.
      • Ensure that strategic goals are met through effective planning, resource allocation, and performance measurement.
      • Evaluate our progress toward our strategic goals and utilize this information to inform and guide decision-making processes.
      • Create and implement systems that support scholar retention, program impact, and overall programmatic impact.
    • Team Leadership (30%):
      • Manage and support program and operations staff, providing direction, coaching, and professional development opportunities.
      • Foster a positive, collaborative, and inclusive team culture.
      • Conduct regular team meetings, direct report check-ins and performance reviews in alignment with our performance management approach. .
      • In partnership with the VPP, coordinate annual team retreat(s) to facilitate team growth, strategic planning, and program development.
      • In partnership with the VPP, recruit, hire, and onboard new team members.
      • Create conditions for rigorous team reflection, critical analysis, and strong project management.
    • Partnership and Community Engagement (10%):
      • Build and maintain strong relationships with community partners, higher education leaders, stakeholders, and funders.
      • Represent Stockton Scholars at community events, meetings, and other public forums.
      • Work closely with school districts, local government, and other organizations to enhance program impact and reach.
      • In partnership with the VPP, work with local school districts and universities partners to establish and execute on MOU’s between SS and partners.
    • Budget and Financial Management (10%):
      • In collaboration with the VPP, develop and manage an annual budget, ensuring financial sustainability and accountability.
      • Monitor expenditures and ensure compliance with budgetary guidelines, including accurate coding information is entered by direct reports by identified due dates.
      • In collaboration with the VPP, manage consultants and contractors including writing RFPs, interviewing candidates, finalizing contracts, progress monitoring, deliverable management, and ensuring compliance with contractual agreements.
      • Support the organization’s development and fundraising efforts by assisting with donor communications, grant writing, and donor database management to help grow and sustain financial resources.
    • Reporting and Compliance (5%):
      • In collaboration with the VPP, ensure accurate and timely reporting of program activities, outcomes, and impact.
      • Maintain comprehensive records and documentation.
      • Ensure compliance with all relevant laws, regulations, and organizational policies.
    • Other Duties (10%):
      • Perform other duties as assigned by the VPP.
      • Stay informed about industry trends and best practices in youth development, post-secondary access, and college promise programs.
      • Maintain flexibility to adjust priorities and responsibilities as needed to support the overall success of the program.
    • Travel and Availability:
      • Be prepared to travel occasionally to meet with stakeholders, attend events, and support project activities.
      • Be available to work evenings and weekends as required to meet the needs of the program and its stakeholders.

    Skills and Qualifications:

    • Strong passion for and commitment to RSF & SS’s mission.
    • Bachelor’s degree or equivalent work experience.
    • Minimum of 3 years of management experience with a strong track record of results.
    • 5+ years proven success in program development and implementation.
    • Strong leadership and team management skills.
    • Excellent organizational, analytical, and problem-solving abilities, with attention to detail and the ability to handle competing priorities.
    • Exceptional communication and interpersonal skills, with a proven ability to build and maintain productive relationships with key stakeholders.
    • Ability to meet deadlines, plan ahead, and manage competing priorities in a fast-paced and diverse team environment.
    • Tenacity and flexibility in the face of challenges, particularly in high-need environments.
    • Strong data analysis skills, including the ability to interpret, visualize, and communicate insights from program and impact data to inform decision-making.
    • Proven project management skills, with experience in community engagement or a related field.
    • Proficiency in Microsoft Office and Google Suite products.
    • Flexibility to travel occasionally and work evenings and weekends as required.
    • Must have reliable transportation and a valid driver’s license.
