    Organization Background

    The Downtown Brooklyn Partnership (DBP) is a not-for-profit local development corporation that serves as the primary champion for Downtown Brooklyn as a world-class business, cultural, educational, residential, and retail destination. Working together with the three business improvement districts (BID) that it manages – the MetroTech BID, Fulton Mall Improvement Association, and Court-Livingston-Schermerhorn BID – the Partnership’s diverse activities include attracting new businesses and improving the environment for existing companies; facilitating the construction of public spaces and streetscapes that promote an active and cohesive community; supporting and promoting Downtown Brooklyn’s cultural assets; and encouraging a unified sense of place and an engaged civic community.

    Role and Responsibilities

    DBP is seeking an accomplished and innovative leader for the position of Senior Vice President of Public Safety to oversee and transform its Public Safety Department to not only deliver a successful security program, but to also respond to a range of quality-of-life issues in Downtown Brooklyn. DBP seeks applicants who are strategic problem solvers, resourceful, enjoy collaborating with internal colleagues and external stakeholders on creating a safe, welcoming, and high functioning district. This is an opportunity to lead one of DBPs most impactful programs that touch all parts of the geography, to ensure a safe and inviting district.

    Reporting to the COO, the SVP will work with the COO and the President of DBP to develop new goals, operational procedures, and methods for monitoring the performance of the Public Safety Department, ensuring that the department continues to be effective in its efforts to limit crime in the area. The SVP will also work with DBP’s VP of Public Space, Director of Public Space Operations and Director of Programming to monitor activities in the public spaces throughout the district and develop programs to monitor and improve quality-of-life conditions on streets, sidewalks and public spaces. The SVP also ensures that the Public Safety team is a welcoming and helpful presence for visitors to Downtown Brooklyn and that they serve as valuable partners for DBPs members by collecting, analyzing and distributing information related to carrying out the functions of the role.

    The SVP Public Safety leads a team of 22, with two direct reports, and is responsible for team management and leadership of both staff and contracted services. The SVP is a key member of DBP’s senior leadership team and will play an important role in fostering a positive organizational culture within Downtown Brooklyn Partnership.

    Responsibilities include:

    Safety & Quality of Life

    • Manage critical incidents, including implementing emergency protocols to major security incidents, overseeing investigations and directing the preparation and maintenance of a variety of narrative and statistical reports
    • Ensure that vendors are working within the prescribed laws and codes of the various New York City agencies
    • Ability to respond to emergencies/crisis situations 24 hours a day
    • Ensure all cameras, radios, technology and office equipment is in working order and replaced as needed
    • Walk and inspect districts daily, reporting and correcting deficiencies as observed
    • Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; identify opportunities for improvement; direct the implementation of change
    • Communicate directly with ground-floor retailers about quality-of-life conditions on the streets and sidewalks; summarizing the nature of those complaints; following up on them where possible and reporting back to DBP leadership.
    • Monitor physical conditions in the district (e.g. broken streetlights, potholes, illegal refuse) and coordinate with the DBP Operations Team to ensure that streetscape issues are reported and addressed promptly by the appropriate city agency or property owner.
    • Monitor and report on homeless conditions and strategize about how to address them.

    Community and Stakeholder Engagement

    • Establish and maintain strong relationships with New York City Police Department officials and other law enforcement agencies on matters of safety and security
    • Build trusting relationships with constituents in Downtown Brooklyn, including key stakeholders, senior leaders and others to foster and maintain a positive, collaborative and productive workplace
    • Liaise with NYPD, FDNY, other agencies and Downtown Brooklyn owners and stakeholders whenever there are small or large public gatherings to ensure awareness and safety

    Leadership and Management Oversight

    • Oversee the management and effectiveness of the proprietary and contract security services
    • Develop, direct, and coordinate the implementation of a strategic plan consisting of goals, objectives, policies, Standard Operating Procedures, and security technologies
    • Manage and participate in the development and administration of the department’s budget
    • Other projects as assigned

    Education, Experience and Desired Competencies

    • A minimum of 10 years of increasing leadership experience in law enforcement, corporate security, public sector security, or the equivalent, with knowledge of the workings and protocols of the NYPD
    • Demonstrated experience leading a large team or workforce of security or law enforcement professionals, upholding high standards of accountability
    • Creative thinker that can re-examine existing practices and propose new strategies for achieving DBPs public safety and quality of life goals
    • A collaborative leader that can manage, up, down and across to achieve desired outcomes
    • Ability to identify and respond to sensitive community and organizations’ issues, concerns and needs
    • Excellent oral and written communication and presentation skills
    • Excellent customer service skills and the ability to respond effectively to inquiries or complaints. Ability to promote and maintain a collegial, collaborative team environment while consistently and effectively representing the views of DBP’s leadership at all times.
    • Experience negotiating and implementing contractual relationships, managing contract terms, and adhering to a procurement policy.
    • Strong time management skills and proven ability to multi-task, efficiently prioritize tasks, and drive projects to completion
    • Demonstrable experience with security technologies (CCTV, Incident Management Systems)
    • Knowledge of NYC vending, sanitation, and building laws highly preferred
    • Bachelor’s Degree preferred

    COMPENSATION

    $ 150,000$ - 175,000
