    Northern California College Promise Coalition (NCCPC)

    Background

    The Northern California College Promise Coalition (NCCPC) is a fiscally sponsored project of the Reinvent Stockton Foundation. NCCPC brings together regional leaders, practitioners, and resources to strengthen college access and success efforts across Northern California.

    NCCPC recently hired its full-time CEO, Kendra Harris, and is entering a new phase of organizational growth. Key priorities for 2025 and beyond include:

    • Strengthening the effectiveness of partner organizations
    • Advocating for policies that improve college access and affordability for underrepresented students
    • Expanding and diversifying revenue streams to support long-term sustainability

    Currently, NCCPC is funded primarily through Steering Committee member contributions and regional philanthropic support. NCCPC seeks to broaden its funding base, cultivate new philanthropic partners, close projected budget gaps, and establish a reserve fund.

    Scope of Work

    NCCPC seeks a Fundraising Consultant with a proven track record in organizational fundraising capacity-building. The consultant will work closely with the CEO to develop and implement strategies for prospecting, cultivating, and securing grants and additional funding. The consultant will be responsible for executing on pre-existing relationships and building strategies for new prospective donors. The consultant will be expected to submit grant proposals and use existing frameworks including Salesforce.

    Proposal Deadline: November 20, 2025

    NCCPC’s operating budget for 2025–2026 is just under $1 million. Fundraising efforts are currently led by the CEO, with support from a Fundraising Ad Hoc Committee and the Steering Committee.

    Fundraising Goals

    The Consultant will support NCCPC in achieving the following outcomes:

    1. Expand the funder and investor pipeline to close the 2025–2026 revenue gap and contribute at least 25% of the 2026–2027 annual budget by December 2026.
    2. Maintain 90% of existing foundation grants while securing new grants from 10% new philanthropic or corporate funders.
    3. Secure 1–2 six-figure grants or commitments for 2026 and beyond.
    4. Strengthen NCCPC’s internal fundraising infrastructure, including:
    • Centralized donor data
    • Stronger internal roles and processes
    • More active Fundraising Committee engagement

    Consultant Responsibilities

    The Consultant will:

    • Research prospective individual, foundation, and corporate donors to inform tailored fundraising approaches.
    • Develop and implement donor engagement strategies (e.g., newsletters, events, campaigns).
    • Identify 30+ donor or funder prospects and cultivate existing donors toward recurring or increased giving.
    • Identify new institutional funding opportunities aligned to NCCPC’s mission and program priorities.
    • Update and refine NCCPC’s existing fundraising plan.
    • Establish a major gifts and corporate engagement strategy.
    • Develop donor communication templates, messaging, and engagement guidance. ● Assess current CRM and recommend improvements for better donor management.

    Deliverables

    A. Fundraising Landscape & Recommendations Report, including:

    • Prospective funders and alignment opportunities
    • Current donor/participation analysis
    • CRM system recommendations
    • Updated NCCPC fundraising plan aligned to new strategies

    B. Virtual presentation to the Fundraising Ad Hoc Committee with findings and recommendations.

    C. A list of 25+ high-likelihood prospective funders with outreach strategies and relationship entry points.

    D. Support the implementation of identified donor engagement and major gifts strategies. 5. Co-developed fundraising materials, including:

    • One complete, adaptable grant proposal
    • Boilerplate language and talking points for common donor conversations
    • A Case for Support with an adaptable pitch deck and menu of giving opportunities

    Budget & Timeline

    • Budget Not to Exceed: $30,000
    • Engagement Duration: November 2025 – May 2026 (contingent on start date)
    • Possibility of contract extension based on success
