    Descripción

    Renewable Northwest seeks a highly motivated Regulatory Manager to represent the organization and support advocacy in front of state utility regulatory commissions aimed at advancing the adoption of clean energy and energy storage. The Regulatory Manager can be a remote or hybrid position, however the employee must be based in Oregon, Washington, Idaho, or Montana and this position requires occasional travel throughout the western United States.

    PRINCIPAL DUTIES AND RESPONSIBILITIES

    • Represent Renewable Northwest in regulatory proceedings, through written and oral comments and expert testimony.
    • Develop, analyze, and critique utility, state, and regional renewable energy policy proposals, with an emphasis on regulatory commission dockets and filings.
    • Evaluate utility integrated resource planning inputs, as well as energy production cost and capacity expansion models and other technical analyses. Work may be done with outside technical experts as needed.
    • Evaluate utility requests for proposals, ensuring the benefits of clean energy resources are fairly and competitively quantified.
    • Engage in a wide range of regulatory proceedings, such as rulemakings and investigations.
    • Prepare high-impact technical reports and white papers as well as presentations to critical stakeholders and external audiences and will assist in the planning and delivery of outreach and engagement opportunities including workshops and conferences.
    • Coordinate with member organizations and other allies to develop policy proposals and technology-based solutions to expand opportunities for clean energy infrastructure and investment.
    • Develop trust and maintain relationships with decision-makers, the broader environmental community, community-based organizations, and other key stakeholders.
    • Collaborate with and support other Renewable Northwest staff on issues such as renewable energy policy, resource adequacy, storage technologies, and climate change policy.

    QUALIFICATIONS

    • Passion for a clean energy future.
    • Degree in a relevant field with 4+ years of relevant work experience. Relevant work experience includes (but is not limited to) work in utility regulation, policy, economics, electrical engineering, or government settings.
    • Knowledge of energy policy and the utility regulatory process.
    • Proven ability to work both independently and collaboratively in a dynamic team environment.
    • Strong quantitative analysis and technical writing skills.
    • Ability to manage multiple tactical projects while advancing cohesive overarching strategy.
    • Ability to work rapidly, yet strategically, within tight deadlines.
    • Knowledge of Microsoft Office (Word, Excel, PowerPoint) and Google Apps (Drive, Docs, Sheets, Gmail).
    • Strong work ethic and positive approach to work, team, and alliances.

    PREFERRED QUALIFICATIONS

    • Graduate degree in economics, engineering, environmental policy, public policy, utility regulation, or related field.
    • Knowledge and experience related to the planning and design of electricity infrastructure, including renewables and storage, resource adequacy, and load forecasting.
    • Demonstrated ability to apply energy & environmental principles, theories, and concepts in the fields of electricity infrastructure technology and policy.
    • Familiarity with utility regulatory issues within RNW’s footprint.

    REPORTING

    This position reports to the Regulatory Affairs Director and is a core member of Renewable Northwest’s regulatory team.
