    Position Title: HR & Compliance Manager

    Department: Human Resources and Operations

    Work location: Statewide - Hybrid preferred locations: Oakland/Los Angeles

    Classification: Full-time (FTE), Exempt

    Reports to: Director of HR & Operations

    Compensation: $80,000 - $90,000

    The Position:

    The HR & Compliance Manager is a critical role responsible for managing and executing the organization’s human resources compliance, employee lifecycle processes, and day-to-day HR operations across multiple sites. This position ensures that all hiring, onboarding, offboarding, and employment practices are compliant with federal, state, and local regulations, while providing consistent, high-quality HR support to staff and managers.

    This role is essential to protecting the organization’s people, mission, and long-term sustainability. By owning HR compliance and employee lifecycle execution, the HR & Compliance Manager enables the Director of HR & Operations to focus on strategy, culture, and organizational growth while ensuring the organization remains legally compliant and operationally sound.

    This role serves as the primary owner of HR compliance and personnel administration, significantly reducing organizational risk and ensuring that HR systems, policies, and practices are implemented accurately and consistently statewide.

    Key Duties

    1. HR Compliance & Risk Management
      1. Ensure compliance with all applicable employment laws and regulations (federal, state, and local), including wage and hour, leaves of absence (FMLA/CFRA), accommodations, and personnel file requirements
      2. Monitor regulatory changes and partner with the Director to update policies and procedures accordingly
      3. Maintain accurate, confidential, and audit-ready personnel files and HR records
      4. Support internal audits, funder requirements, and compliance reviews related to HR
      5. Serve as the first point of contact for compliance-related HR questions from managers and staff
    2. Hiring & Onboarding
      1. Manage end-to-end hiring administration, including job postings, offer letters, background checks, and pre-employment requirements
      2. Coordinate and administer onboarding processes to ensure new hires are set up accurately, compliantly, and on time
      3. Partner with managers to ensure consistent hiring practices across all offices
      4. Maintain and improve hiring and onboarding workflows and documentation
    3. Offboarding & Employee Transitions
      1. Manage all offboarding processes, including resignations, terminations, and role changes
      2. Ensure final pay, benefits transitions, system access removal, and documentation are handled accurately and in compliance with legal requirements
      3. Track and document all employment changes in the HRIS
    4. HR Systems & Administration
      1. Serve as the primary administrator for the organization’s HRIS and related systems
      2. Ensure data accuracy, reporting, and system integrity
      3. Generate HR reports related to headcount, turnover, compliance, and workforce trends
      4. Support benefits administration, enrollment periods, and employee inquiries in coordination with payroll providers
    5. Manager & Staff Support
      1. Provide guidance to managers on HR processes, compliance requirements, and best practices
      2. Support performance management processes by ensuring documentation and timelines are followed
      3. Escalate employee relations or high-risk issues to the Director as appropriate
      4. Help reinforce manager accountability for HR processes and compliance
    6. Process Improvement & Documentation
      1. Standardize HR processes across all offices to ensure consistency and compliance
      2. Develop and maintain HR templates, checklists, and process documentation
      3. Identify opportunities to streamline workflows and reduce administrative burden

    Qualifications

    • Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience)
    • Minimum 2-4 years of progressive HR experience, with a strong focus on compliance and HR operations
    • Demonstrated experience managing hiring, onboarding, offboarding, and personnel administration
    • Strong knowledge of employment laws and HR compliance requirements
    • Experience working in a multi-site or statewide organization
    • High attention to detail and the ability to manage confidential information with discretion

    Preferred Qualifications

    • HR certification (PHR, SHRM-CP, or equivalent)
    • Nonprofit sector experience
    • Experience supporting organizations with 50+ employees
    • Familiarity with HRIS and ATS platforms
