The Northampton Housing Authority (NHA) seeks an experienced, mission driven, and innovative executive director to lead and manage its programs, properties, and contracts. Candidates for this position should be passionate about public service and committed to expanding opportunities and improving the quality of life for residents of the Northampton Housing Authority.
The NHA owns and operates a total of 559 state units including, 420 units of ch. 667 state-aided elderly/handicapped public housing, 80 units of ch. 200 state-aided family housing, 16 units of ch. 705, 33 units of Chapter 689, as well as 110 units of federal public housing. The NHA further administers 10 state MRVP vouchers, and 868 federal HCV vouchers, alongside other local programs and Section 8 Moderate Rehab units. The NHA also manages the Hatfield housing authority.
Required Minimum Qualifications: Eight (8) years of experience in public or private housing, community development, public administration, or a closely related field that demonstrates strong management and organizational skills. Evidence of effective leadership and private industry business skills will be evaluated on a case-by-case basis. At least three (3) years of supervisory experience of a staff of ten (10) or more is required. Excellent written and verbal skills are necessary in order to effectively communicate, establish, and maintain working relationships with local officials, boards and board members, residents, funding agencies, employees, and other members of the community. Candidates must also possess experience working with people of various socio-economic backgrounds.
Desired Qualifications: Demonstrated record of creativity and innovation strongly desired. Working knowledge of fiscal management, maintenance systems, personnel and administrative management systems in public or private housing is desirable, this includes demonstrated experience in financial management including preparing and executing budgets. A working knowledge of local, state, and federal government procedures and regulations as they relate to housing development, construction and the management of local housing operations is desirable but not required and may be substituted for high-level business or other administrative experience. Demonstrated leadership in cultivating a culture of welcoming diversity and tolerance of all racial and socioeconomic backgrounds in both the office environment and within the public housing community. Ability to cultivate an ethical, transparent, truthful, and positive work environment. Candidates should also possess the ability to inspire staff to the highest degree of excellence by cultivating mentorship and leadership skills.
Experience with collective bargaining and working with union employees is also desired.
Education: Bachelor’s degree from an accredited college or university, with a concentration in business administration, public administration, social services or a related field. While not required to apply certification as a property manager or similar classification by a nationally recognized housing or real estate organization or by certification as a MPHA of an EOHLC-approved Massachusetts Public Housing Administrator Certification Program is desirable and must be obtained within the first year of employment.
