Summary Description

The Subcontractor Fiscal Intermediary Manager (SFIM) is responsible for daily management of fiscal and administrative functions supporting the fiscal intermediary work of Rising Communities. Utilizing hands-on experience and an in-depth understanding of fund accounting principles, local and federal government regulations, auditing and internal control practices, the Subcontractor Fiscal Intermediary Manager will perform complex grants management activities and financial analyses. The incumbent will need to be a team player, adaptable, energetic, and self-directed. The Subcontractor Fiscal Intermediary Manager will report to the Controller, Grants & Contracts and work closely with management team members and external funders.

Essential Duties and Responsibilities

  • In collaboration with other Grants & Contracts team members, ensures department documentation and data are properly maintained, catalogued, and accurately reflected for internal and external audiences in respective folders and online systems.
  • Maintains a full understanding of all RC contracts and grants with fiscal intermediary scope of work.
  • Participates and takes lead in meetings with management and funders related to subrecipient contracts, invoicing, and budget discussions.
  • In collaboration with the Controller, Grants & Contracts, manages an efficient and effective system of subcontractor budget management, modification, and cost reimbursement procedures between RC and subrecipients.
  • Audits and validates accuracy and compliance of budgets and expenditure reports submitted by subcontractors and provides technical assistance in helping to resolve discrepancies.
  • Reconciles internal subcontractor ledgers and audits transactions for discrepancies and required adjustments; works with subcontractors and accounting to resolve any issues.
  • Develops and maintains tools and templates for fiscal intermediary work internally and externally for subcontractors.
  • Manages inquiries from subcontractors and supports IED/ RC Foundation with fiscal intermediary information, meetings, and other collaborative efforts.
  • Maintains reporting on subcontractor fiscal budget vs actual and general fiscal compliance through informal and formal monitoring's.
  • Supports with review of aging subcontracts payable and works with accounting to ensure timely payments.
  • Supports with grants and contracts-based audits by coordinating requests and ensuring auditor’s inquiries are addressed
  • Supports with preparing cost reimbursement invoices or financial reports as back up to grant accountant.
  • Regular and predictable attendance is required.
  • Employee may be assigned additional or alternate duties as organizational needs require.

Minimum Qualifications and Experience

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required typically required.

  • B.S. in Accounting, Finance, or other relevant field and at minimum 5 years of grant accounting, government contract auditing, and project management experience.
  • If no degree, at least 7-10 years of successful hands-on grant accounting/ fiscal management experience and an in-depth understanding of accounting principles, federal regulations Title 2 CFR Part 200, and other related guidelines.
  • Extensive work experience in accounting/finance, preferably in a non-profit related organization.
  • Extensive years of work experience in grant-funded specific accounting.
  • A demonstrated knowledge of GAAP and increasing responsibility in the recording, maintenance and reconciliation of general ledger account balances and the related internal controls
  • Advanced knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook) and Sage Intacct.
  • Demonstrated ability to analyze information.
  • Excellent verbal, organizational and written skills.
  • Integrative team working style, easy contact, rapid to adaptation, can foster team spirit
  • Able to effectively interface with all levels of on-site and off-site employees and contractors.
  • Good interpersonal skills, capable of handling difficult situations.
  • A current CA driver’s license and proof of auto insurance if driving for the agency.
