    Position Title: HR Director

    Location: San Francisco, CA

    Reports To: CEO

    1. Classification: (0.5 FTE, Exempt), Salary range $170,000-$200,000 0 FTE

    ORGANIZATION OVERVIEW

    Tenants and Owners Development Corporation (TODCO) is a community-based housing/community development corporation for San Francisco's South of Market Neighborhood. Our summary Mission is South of Market Neighborhood Builders. The TODCO Group of non-profit companies planned and developed new and rehabilitated affordable housing for seniors, persons with disabilities, and SRO households, with eight operating residences housing almost 1,200 residents. TODCO provides extensive resident services and programs through our Resident Services/Activities Program (RSAP) and engages in a wide range of community development programs and advocacy with other South of Market community organizations.

    KEY RESPONSIBILITIES

    HR Administration & Strategic Leadership

    • Act as a strategic partner to the CEO and leadership team on organizational development, staffing, and long-term HR planning.
    • Maintain accurate and confidential employee records (both digital and physical).

    Employee Relations & Culture

    • Champion a positive and collaborative organizational culture, supporting diversity, equity, and inclusion.
    • Advise and coach managers on HR best practices, leadership development, and effective communication.
    • Serve as the primary point of contact for all employee relations matters, including conflict resolution, staff concerns, and disciplinary actions.
    • Develop, implement, and maintain a comprehensive performance management system and feedback processes.

    Compliance & Policy Management

    • Ensure compliance with all federal, state, and local employment laws and regulations, including wage and hour, protected leaves, mandatory training, and reporting requirements.
    • Manage mandatory compliance tasks specific to San Francisco, such as the Health Care Security Ordinance (SFHCSO) and relevant local mandates.
    • Draft, update, and communicate all HR policies and procedures, including the employee handbook, ensuring they are current and legally compliant.

    Recruitment & Management

    • Manage the recruitment process for all open positions, including job description development, posting, screening, and interviewing.
    • Collaborate with hiring managers to create equitable and effective hiring processes
    • Develop and manage the new employee onboarding and offboarding processes.
    • Oversee compensation, benefits administration (including health, dental, vision, and retirement plans), and annual open enrollment.
    • Coordinate staff training and development programs to enhance employee skills organizational capacity and culture.

    QUALIFICATIONS

    Education and Experience

    • Minimum of 9
    • 12 years of progressive HR experience, with at least 5 years in a management or director-level role, and preferably significant HR experience in a nonprofit, mission-driven environment.
    • Current knowledge and experience with Federal, California and San Francisco employment laws and HR best practices
    • Bachelor’s degree in Human Resources, Organizational Development or a related field; SHRM-CP or PHR certification strongly preferred.
    • Demonstrated experience managing complex employee relations issues and compliance matters.
    • Experience balancing strategic vision with hand-on operational management.
    • Demonstrated commitment to equity, inclusion and social justice.

    • Strategic thinker with strong interpersonal, communication, and leadership skills.
    • Excellent written and verbal communication, problem solving and organizational skills, with the ability to handle sensitive and confidential information with discretion and integrity.
    • Collaborative style with a focus on trust, transparency, accountability and teamwork.
    • Proficiency with Microsoft Office Suite.
