    Background

    ITPC Global is a mission-driven global organization working to achieve health and social justice through robust, community-driven approaches. With over two decades of experience, ITPC combines advocacy, data, policy engagement, and community intelligence to influence health systems and global decision-making.

    As the global funding and policy environment evolves, ITPC is entering a period of strategic consolidation and renewal. This includes strengthening clarity of strategy, sharpening impact articulation, and ensuring our programs are positioned for sustainability, influence and measurable outcomes.

    To support this phase, ITPC seeks an Impact Evaluation and Strategic Planning Support Consultant to work with the Executive Director (ED) and senior leadership to strengthen strategic coherence, refine impact framing and support evidence-based positioning across priority program areas.

    The consultant will work in close coordination with ITPC’s Strategy and Organizational Effectiveness Lead, supporting the organization’s impact, learning and strategic coherence priorities.

    Objectives

    The purpose of this consultancy is to support ITPC Global to:

    • Develop and strengthen a coherent impact and outcomes framework aligned with ITPC’s evolving operating model
    • Ensure community-driven systems change is clearly articulated, measurable and embedded across programs
    • Strengthen organizational learning and evidence use to inform decision-making and external positioning
    • Support strategic clarity and coherence across priority programs, in alignment with ITPC’s organizational strategy

    Scope of Work

    The consultant will work closely with the Strategy and Organizational Effectiveness Lead, Executive Director, and senior leadership to strengthen ITPC’s impact articulation, outcomes thinking, and evidence-informed learning, and to support strategic coherence across priority areas.

    Indicative areas of focus may include:

    • Strengthening organizational-level impact thinking, outcomes framing and learning
    • Supporting articulation of ITPC’s impact, value and contribution to community-driven systems change
    • Facilitating alignment among evidence, learning and external positioning
    • Supporting strategic reflection and coherence across ITPC’s core programmatic work, in coordination with the Strategy and Organizational Effectiveness Lead and ED
    • Working alongside business development and communications support to ensure consistency and credibility in how ITPC’s impact and learning are presented

    The consultancy is expected to operate at a strategic and analytical level, contributing insight, synthesis and decision-ready thinking.

    This role supports ITPC’s internal strategy leadership and program management functions.

    Specific scope, outputs, and timelines will be refined with the Executive Director during the inception phase and shared with shortlisted candidates.

    Preferred Candidate Profile

    The preferred candidate will have:

    • Demonstrated experience in impact evaluation, organizational learning, or strategic planning within international NGOs, foundations, or other mission-driven organizations
    • Experience working in complex, multi-country and multi-stakeholder environments, including alongside civil society, community-led organizations and policy-facing actors
    • A strong understanding of how evidence, data and lived experience are translated into influence, funding and systems-level change
    • Experience operating at the intersection of programs, strategy and external positioning, particularly in resource-constrained or politically complex contexts
    • Comfort engaging with senior leadership, donors, and partners, while maintaining sensitivity to power, equity and community voice
    • An analytical mindset grounded in systems thinking, political economy awareness and evidence-based analysis
    • An appreciation for the ethical, political and relational dimensions of social change work
    • Comfort working in periods of transition and strategic ambiguity, with the ability to translate complex ideas into clear, decision-ready insights
    • The ability to operate as a trusted strategic partner to the Executive Director
    • Prior exposure to HIV, global health, or community-led accountability approaches is an asset, but not a requirement.

    Deliverables

    Outputs will be agreed with the Executive Director and aligned to ITPC’s strategic priorities and operating context. These may include strategic analyses, synthesis notes, frameworks and advisory inputs to support leadership decision-making and external engagement.

    Shortlisted candidates will receive a more detailed brief outlining priority focus areas and expectations.

    Fees

    Competitive consultancy fees, commensurate with experience, to be agreed based on scope, duration and deliverables.
