    Capital Projects Manager

    Los Angeles City Council President’s Office

    Location: Los Angeles City Hall | Status: Full-Time

    Background

    Council President Marqueece Harris-Dawson was elected in 2015 to represent Los Angeles City Council District 8 following a grassroots campaign rooted in South Los Angeles. A lifelong South L.A. resident, he previously served as President and CEO of Community Coalition.

    The Council President’s Office advances equitable investment in Council District 8 and South Los Angeles—ensuring capital projects are planned with and for existing residents, strengthen neighborhood infrastructure, and support long-term economic opportunity. This role supports major initiatives including Destination Crenshaw, a landmark public art and cultural infrastructure project honoring Black cultural legacy.

    Position Overview

    The Los Angeles City Council President’s Office seeks a Capital Projects Manager to oversee a team and manage high-impact capital, infrastructure, and placemaking initiatives across Los Angeles, with a focus on equity-driven investment in historically underserved communities.

    This role sits at the intersection of urban planning, transportation, economic development, and community engagement, and offers a rare opportunity to help shape transformative public projects at a citywide scale. The Capital Projects Manager will lead projects from concept through implementation, coordinate across City departments, and serve as a key liaison to community stakeholders, elected leadership, and external partners.

    Key Responsibilities

      • Manage a portfolio of capital projects including transportation, public realm improvements, parks, and economic development.
      • Oversee project scope, timelines, interdepartmental coordination, and deliverables.
      • Prepare briefings and recommendations for the Council President and senior leadership.
      • Engage residents, nonprofits, and business stakeholders to ensure projects reflect community priorities.
      • Advance projects that support anti-displacement, cultural preservation, and local economic opportunity.
      • Support identification of public funding sources and grant opportunities.
      • Assist with grant applications and supporting materials.

    Qualifications

      • Bachelor’s degree in Urban Planning, Public Policy, Architecture, Transportation, Economic Development, or a related field.
      • Demonstrated experience managing or supporting capital projects, public-sector planning initiatives, or large-scale infrastructure efforts.
      • Strong written and verbal communication skills, with the ability to engage diverse stakeholders.
      • Project management certification or proven ability to manage multiple projects in a fast-paced, politically sensitive environment.

    Preferred (but not required) Qualifications

      • Experience working in government, a City Council office, or a public-sector agency.
      • Familiarity with Los Angeles planning, transportation, or capital funding processes.
      • Experience with equity-centered planning, community-based development, or placemaking initiatives.
      • Proficiency with tools such as Google Workspace, mapping or GIS platforms, and presentation software.
