    Position Opportunity

    The Director of Clinical Services provides strategic leadership, clinical oversight, and program management for all therapeutic and social service programs in Long Beach and Orange County. This role ensures services are effective, compliant, culturally competent, and trauma-informed, while fostering professional growth and innovation. Responsibilities include ensuring adherence to California mental health laws, government grant requirements, and state licensing standards, as well as promoting evidence-based practices and continuous quality improvement. Reporting to the CEO, the Director of Clinical Services oversees all clinical programs by recruiting, training, supervising, and evaluating a clinical management team of seven staff and 60 interns. JFCS will greatly expand its in-home care program to seniors in 2026.

    General Responsibilities

    Program Leadership & Oversight

      • Provide leadership and oversight of all clinical programs, including outpatient therapy, crisis intervention, case management, supportive senior services, and community workshops.
      • Ensure programs comply with state and federal regulations, funding guidelines, data collection requirements, and best practice standards.
      • Partner with the CEO to develop strategic goals for clinical program expansion and quality improvement. Lead program evaluations, data collection, and reporting to measure outcomes and identify areas for improvement.
    • Promote and maintain harmonious and effective relationships and communications, along with a culture of appreciation and respect within the clinical team.
    • Manage teaching agreements and maintain positive relationships among graduate programs at university partners.
    • Collaborate with clinical, management and administrative teams to develop guidelines, policies and procedures necessary for effective clinical support and program operation.
    • Collaborate with the CEO to identify new government grants, contracts or fee for service revenue opportunities, assess compliance requirements, and assist with cost/benefit analysis.
    • Collaborate with the Development team to identify community partners, author proposals including goals and budgets, and facilitate post-award periodic grant reporting.
    • Actively participate in the Management team to facilitate interdepartmental communication and plans to sustain progress toward achieving annual work plans that support the agency’s Strategic Plan.

    Clinical Supervision & Staff Development

    • Provide guidance to licensed clinicians and ensure supervision of unlicensed staff or interns working toward licensure ensuring compliance with BBS guidelines and university agreements.
    • Foster a culture of respect, collaborative learning, reflective practice, and clinical excellence.
    • Oversee recruitment, onboarding, and performance evaluation for all clinical or home care staff, contractors, interns and other volunteers.
    • Collaborate with the clinical management team to author and complete program reports to the CEO and Board of Directors.

    Quality Assurance & Compliance

      • Maintain policies and procedures consistent with Medi-Cal, HCSB, and CARF/Joint Commission accreditation/and or licensure standards.
      • Ensure all documentation meets clinical and billing requirements, including timely progress notes, treatment plans, care plans, and authorization requests.
      • Lead internal program audits, peer reviews, and risk management processes to maintain high standards of care.

    Community & Stakeholder Engagement

      • Represent the organization within local health collaboratives, advocacy councils and community events.
      • Build partnerships with service providers, funders, and referral networks to strengthen the continuum of care and identify additional partnership opportunities.

    Skills/Abilities That are a Must-Haves:

    • Licensed in California as an LCSW, LMFT or a Clinical Psychologist including current BBS continuing education requirements such as law & ethics and supervision.
    • A minimum of 4 years managing clinical staff in a mental health and/or social services agency.
      • Proven experience with program development, government contract compliance, and quality improvement within County DMH, State DHCS (MHSA, Medi-Cal, CalAIM), or other government-funded ecosystems.
    • Excellent communicator with a collaborative leadership style.
      • Strong computer skills including Microsoft Office 365, Outlook, Word, Excel and SharePoint functions.
      • On-call availability some evening or weekend hours to support staff through crisis management.
      • Ability to prioritize and organize work and manage multiple projects simultaneously, while balancing both macro and micro aspects of the projects.
      • Experience documenting services in an electronic health record (EHR) platforms such as Apricot.
      • A valid California Driver’s License, a reliable automobile and proof of liability insurance.

    Bonus but not Required Skills/Abilities:

      • Knowledge of nonprofit environment and/or social service resources in south Los Angeles and Orange County.
      • Experience in the In-Home Care field.
