Homebase is adding a position for a Senior Policy Analyst or Senior Staff Attorney to join our passionate team, with a focus on working on Homebase’s health care and housing intersectional portfolio.
Our housing/healthcare intersectional work seeks to bridge the gap between the health and homelessness systems of care through cross-system learning, partnership building, and collaborative planning. By facilitating and supporting critical cross-sector coordination, we assist communities to improve outcomes for individuals and families, as well as the systems designed to support them.
Some upcoming projects include efforts around implementing Medicaid coverage of housing services and rent, preparing the homelessness field for upcoming Medicaid work requirements, efforts to strengthen hospital discharge planning for unhoused individuals, and cross-sector health/housing data sharing efforts. The position will also contribute to Homebase’s broader work, supporting communities nationally to design and implement solutions to homelessness.
About the Position
For this role, Homebase is seeking applicants with experience working with health agencies or systems to meet the health and housing needs of people experiencing homelessness.
More generally, Homebase Senior Policy Analysts and Senior Staff Attorneys lead our hands-on work supporting communities nationally to design and implement solutions to homelessness. The healthcare/housing position will work closely with a diverse team of internal and external partners to support communities to implement evidence-based strategies to end the crisis of homelessness and housing instability, provide technical assistance, and support communities to implement innovative partnerships between healthcare and housing partners across the country. This is a dynamic position with room to grow at a flexible and supportive organization.
Compensation for this position starts at $83,000 - $91,500. Applicants with extensive relevant experience may be considered for a Senior Policy Analyst/Staff Attorney II position, with a higher salary range. We also offer a robust benefits package, including a 403(b) match, health insurance, and generous PTO. Applications will be considered on a rolling basis until the position is filled.
This position is remote, with occasional travel.

We work at the local, state, and national levels to support our partners in designing systems and implementing responses to homelessness while fostering collaboration and collective impact in addressing its political and economic causes.
Responsibilities
- Providing healthcare/housing subject matter expertise and support for Homebase’s team of passionate and experienced policy analysts, attorneys, and homelessness technical assistance specialists.
- Cultivating impactful partnerships with diverse stakeholders, leaders, and philanthropy at the national, state, and local levels to identify and scale best and promising strategies for partnerships between healthcare and housing/homelessness system partners to address the health and housing needs of people experiencing or at risk of homelessness.
- Conceptualizing, planning, and facilitating dynamic action planning processes, capacity building, data analyses, local initiatives, and convenings across systems and programs to build capacity, buy-in, and local partnerships.
- Leading creation of high-quality written, visual, and data-informed tools for local and national audiences. Examples include policy recommendations, training curricula, research reports, one-pagers, conference presentations, grant proposals and RFP responses, toolkits, and other training and resource materials.
- Training key stakeholders – including healthcare system partners, housing and homeless response partners, and other adjacent system partners – about best practices, program models, and regulations that advance equity and impact.
- Developing policy and process solutions and recommendations that address gaps and opportunities in health/housing integration; engaging state and local policy makers, implementers, and funders around these solutions.
- Supporting internal efforts to develop client and funder proposals and impactful scopes of work; staying apprised of local, state, and national developments and opportunities; and supporting project implementation and contract lifecycles.
- Supporting a dynamic array of project teams and clients with our collaborative team of homeless and supportive housing experts.
- Supporting implementation of federal, state, and local programs to address homelessness, housing, and poverty.
Qualifications
Successful candidates ideally possess:
- Work, volunteer, lived experience, or education equivalent to MPA, MPP, MSW, or JD and at least 8+ years of work experience leading projects and programs.
- Experience with cross-systems strategies relating to social determinants or drivers of health, which may include partnerships between homelessness services and health care systems, street medicine, medical respite, etc.; familiarity with managed care, health care contracting and Medicaid reimbursements or experience working for or partnering with managed care organizations or health plans is a plus.
- Experience with state and local governmental agencies, and/or housing and homelessness, healthcare or behavioral health systems and programs.
- Excellent communication skills (oral and written), including public speaking and facilitation experience, strong analytical capabilities and enthusiasm for breaking down and explaining complex ideas to a variety of audiences.
- Strong team and project management skills; attention to detail and ability to prioritize and manage multiple ongoing projects under strict deadlines.
- Excellent interpersonal skills and ability to succeed in a warm and supportive team-based environment that values lived experience, diversity, and belonging.
- Ability to cultivate collaborative internal and external partnerships with an array of teammates, clients, and stakeholders from different backgrounds.
Homebase prefers candidates with:
- Understanding of issues relating to privacy, data sharing, HIPAA and other considerations would be valued though not required.
- Demonstrated commitment to the public interest and passion for addressing homelessness and poverty.
- Special consideration will be given to applicants with lived experience of housing instability, homelessness, and/or criminal justice involvement, including arrest and conviction records.
