    Descripción

    WORC and EOF, certified Community Development Financial Institutions (CDFIs) dedicated to empowering micro-entrepreneurs and businesses in Philadelphia, are seeking a committed professional to fill the role of Contract Compliance and Impact Specialist. This position is crucial for maintaining compliance with funding contracts, managing databases, and facilitating program evaluation. We are looking for a self-driven individual who can work independently and contribute to our mission of serving underserved markets. This is a part-time position based in the Philadelphia office, reporting to the Director of Programs & Partnerships.

    Essential Duties and Responsibilities:

    Contract Compliance

    • Collaborate closely with the Director of Lending, Training Manager, Director of Programs & Partnerships, and Savings Team to ensure all WORC programs align with internal and external requirements, including Federal and State regulations.
    • Develop and implement grant summary and tracking forms
    • Assist Directors with updating policies and procedures to maintain compliance with laws and regulatory authorities.
    • Ensure clients' eligibility documents are in compliance per funding and program requirements (e.g., ORR, SSBCI, SBA, CDFI).
    • Perform quality assurance checks in a timely manner to ensure compliance with WORC Programs. Escalate compliance issues to the appropriate staff member.
    • Ensure CDFI compliance with US Treasury certification requirements.

    Database Management & Reporting

    • Oversee systems necessary for outcome measurements in all program areas including database maintenance of lending/program evaluation, technical assistance (TA) client databases, and MIS system.
    • Compile and finalize investor/funder reports, such as those for the CDFI Fund, SBA, City of Philadelphia, ORR, SSBCI, Small Business Growth, GRIT, and others
    • Generate reports on lending and technical assistance (TA) client databases.
    • Compile data from grant, contract, and lending program evaluation databases.
    • Identify and execute ongoing improvement initiatives to enhance the efficiency of data collection processes and systems.

    Program Evaluation & Analysis

    • Simplify established metrics and key performance indicators to ensure alignment with the program evaluation efforts and strategic program objectives.
    • Analyze and interpret data to measure program effectiveness as well as identify trends, patterns, and areas of opportunities for program enhancements.
    • Share observations, insights, and actionable recommendations based on data analysis to improve program efficiency, effectiveness, and impact.
    • Create presentations and dashboards to summarize and enable communication of data-driven insights.
    • Keep abreast of organizational priorities to craft data insights that best track progress and inform decision-making.
    • Perform other related duties as assigned.

    Required Knowledge, Experience, and Skills

    • 2+ years of contract compliance experience in community or economic development lending, microfinance, or similar roles, with a strong grasp of data management. Experience with program evaluation preferred.
    • Bachelor’s degree from an accredited university in a relevant discipline or equivalent experience.
    • Strong attention to detail and the ability to work independently as well as collaboratively in a team-oriented environment.
    • Proficiency in data analysis and the use of data for decision-making.
    • Advanced computer skills, including MS Office and database systems.
    • Excellent organizational and time management skills to handle multiple tasks effectively.
    • Highly organized, self-motivated, and adept at multitasking.
    • Embrace a customer-centric approach, displaying patience, flexibility, and a willingness to provide and receive constructive feedback while maintaining a sense of humor.
    • Willingness to work occasional evenings as needed.
