    Job Description

    The Senior Quality Improvement Manager oversee the coordination of RWSD's Quality Management initiatives, which broadly includes infrastructural capacity-building, maintenance of a performance measurement system, quality improvement, and project management. This individual will lead the CQM team and integrate the three CQM program components; infrastructure, performance measurement, and quality improvement (QI) to ensure the highest quality of care for People Living with HIV in Boston and across the Boston EMA.

    DUTIES

    • Oversees the development, implementation, and evaluation of the Ryan White Clinical and EHE Quality Management Plans, annual workplans, and program activities that are aligned with programmatic goals and objectives, including performance and program evaluation measures utilizing a racially just and equitable framework.
    • Collaborates with others in the IDB to develop epidemiologic data to assess local HIV epidemiology, monitor the spectrum of HIV related illnesses, and trends in the local epidemic.
    • Oversees the development and integration of QI competencies for RWSD staff.
    • Supervises CQM staff.
    • Responsible for development of data management protocols and oversight of data management systems in collaboration with the Data Manager.
    • Oversees all data reporting and dissemination efforts for the Boston EMA, including evaluating the validity of all data and ensuring data is presented in a trauma-informed and appropriate manner.
    • Review program performance in relation to benchmarks, and short and long-term outcomes to drive performance improvement initiatives.
    • Utilize available demographic, clinical and health care data to develop strategies for improvements to medical care including vital health related supportive services to achieve appropriate access and adherence with HIV medical care.
    • Develop training protocols and plans to promote a culture of continuous quality improvement across the Boston EMA.
    • Performs any other program related duties or special projects as directed by Ryan White Services Division Director.
    • Prepares, submits, and presents data reports to program funders or as requested.
    • Working to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
    • Promote health equity, inclusion and diversity within the BPHC, department and community.
    • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
    • Perform other duties as needed.

    Minimum Qualifications

    • Master's Degree in Public Health, Health Policy Administration, or a related discipline, such as sociology, organizational psychology, public health nursing, or health communications required; OR BA/BS plus 5 years of equivalent experience in public health program coordination, management and/or community organizing.
    • Excellent interpersonal, organizational, oral and written communication skills and able to provide instruction to non-technical researchers and staff in a trauma-informed manner.
    • Demonstrated experience/training in quality improvement required
    • Ability to work as part of and manage a diverse team and support staff wellness and strong work/life balance.
    • manage competing priorities, and meet deadlines as required.
    • Experience managing and interpreting data.
    • Knowledge and experience in coalition building, community organizing, health education & health promotion strategies.
    • Strong facilitation skills and experience developing plans for training of diverse stakeholders via virtual platforms and in-person.
    • Knowledge and experience in program planning and evaluation that engages multiple stakeholders and centers People Living with HIV (PLWH) strongly encouraged.
    • Advanced knowledge & experience with Microsoft Office products, including Excel with the ability to analyze and interpret data.
    • Demonstrated cultural competence with and responsiveness to diverse ethnic, cultural, and socio-economic groups.
    • Prior supervisory experience preferred.
    • Understanding of principles of equitable evaluation preferred.

    • City of Boston residency is required; Allston, Back Bay, Bay Village, Beacon Hill, Brighton, Charlestown, Chinatown, Dorchester, Downtown, East Boston, Fenway-Kenmore, Hyde Park, Jamaica Plain, Mattapan, Mid-Dorchester, Mission Hill, North End, Roslindale, Roxbury, South Boston, South End, West End, West Roxbury, Wharf district.

    Shift

    35 hours per week.

    9AM to 5PM; Monday to Friday. May require some evening or weekend coverage.

    This position is eligible for hybrid work schedule. Hybrid schedule is subject to BPHC's temporary teleworking policy.

    Grant Funding Information

    This position is dependent on grants / external funding sources.

    Pay Range

    $75,000 - $85,000 Annually
