    Title: Resident Services Manager

    Reports To: Associate Director of Health & Social Services

    Department: Community Programs

    Location: Oakland, CA

    Schedule: Monday through Friday

    Travel: Local travel may be required

    Salary: $80,000 - $88,000

    Employee Status: Regular, Full-time, Exempt

    The Unity Council is a non-profit Social Equity Development Corporation with a 60-year history in the Fruitvale neighborhood of Oakland. Our mission is to promote social equity and improve quality of life by building vibrant communities where everyone can work, learn, and thrive.

    Our programs aim to provide the community with the tools, knowledge, and resources to transform their lives and ultimately achieve their long-term educational, career, and financial goals. These holistic programs and services reach more than 11,000 individuals and families annually in five languages. Programs include: early childhood education, youth mentorship and leadership development, employment services, career readiness training, housing and financial stability, senior citizen services, affordable housing and neighborhood development, and arts and cultural events. Our work expands beyond the Fruitvale district and now reaches across Oakland and into Concord. The Unity Council employs a diverse workforce of more than 300 people who reflect the linguistic, cultural, and ethnic identity of the communities we serve.

    Department Summary

    The Community Programs department offers a spectrum of integrated services to remove barriers and develop skills and resources for youth, adults, and seniors to achieve and maintain equitable financial, housing and wellness outcomes. Services include: 1) achievement, career and wellness youth programs; 2) financial and housing coaching and resources; 3) support services for our low-income properties and for seniors. Services are multi-lingual, culturally rooted and available for Oakland or East Bay residents (based on funding).

    Position Summary

    The Resident Services Manager oversees social and supportive services provided to residents of low-income housing properties including families and seniors, as well as broader housing stability services. The Manager implements programs, policies, and procedures, supervises a team of Resident Services staff, and works closely with property management staff, to ensure services are in alignment with agency mission and in compliance with all external guidelines and requirements. The Resident Services Team coordinates programs and services that enhance the quality of life of residents, including housing stabilization, community building and engagement, and linkages to workforce, health, financial and social services. This position is instrumental to the housing stability and overall health and social wellness of the residents.

    Responsibilities

    • Oversee all aspects of Resident Services and housing access, including service delivery, program planning, implementation, and coordination.
    • Hire, train, and supervise staff; ensuring they are equipped with the skills and resources necessary to provide community, individual and group-level services, while promoting staff well-being, self-care, and safety.
    • Ensure services are in compliance with contracts and reporting requirements, develop and monitor program outcomes, and participate in program evaluation.
    • Monitor data collection for resident services, participate in data analysis, and lead report writing.
    • Participate in preparing budgets and monitoring expenses.
    • Work closely with the Senior Wellness Team to ensure integration of services for senior residents.
    • Work collaboratively with Property Management to ensure the integration of resident services at the properties and facilitate teamwork between the residents and property management staff.
    • Support staff with time-sensitive and complex situations that involve safety, health and potential eviction risk.
    • Establish and maintain relationships with residents, CBOs, social services agencies, and other stakeholders.
    • With support of the Associate Director, create and manage tools to track resident health and social outcomes.
    • Identify service gaps and respond effectively to improve service delivery.
    • Work with Community Programs leadership and other departments to maintain an integrated service model.
    • Enforce organizational and legal guidelines regarding equity, fair housing, client privacy and confidentiality.
    • Represent the organization as needed in collaborative and external meetings and initiatives.
    • Participate in grant writing and the identification of funding opportunities to augment services to residents.
    • Other duties as assigned.

    Qualifications

    • Bachelor’s degree in social work, psychology, human services or related field; OR any equivalent combination of experience and training in tenants' rights, affordable housing, community development or social services.
    • Minimum 2 years of experience in staff supervision in a similar setting.
    • Minimum 2 years of experience managing residential programs, either emergency, transitional, permanent-supportive, or affordable housing.
    • Experience working with people of color, immigrants, and low-income and underserved communities.
    • Demonstrated experience delivering trauma-informed care and crisis intervention to individuals and families with a focus on dignity, de-escalation, and long-term support.
    • Knowledge of social equity frameworks and alignment with the organization’s mission and values.
    • Ability to balance competing priorities, and demonstrate a collaborative, team-building approach.
    • Ability to communicate professionally with residents, peers and staff in a multi-cultural environment.
    • Excellent written and verbal communication skills

    Essential Functions

    • Advanced computer skills with strong MS Office (Word, Excel, PowerPoint) and social media skills
    • Regularly required to operate standard office equipment (personal computer, photocopier, fax, etc.)
    • Ability to work on a computer for up to 6 hours a day
    • Regularly required to sit for long periods of time, and occasionally stand and walk
    • Regularly required to use hands to operate a computer and other office equipment
    • Close vision required for computer use
