Over the last two decades, ExpandED Schools’ program, research and policy efforts have led to increased recognition of the academic, social, and emotional benefits of afterschool, increased funding, and new models for school-community partnership.

    Purpose of Position

    ExpandED Schools will serve as the principal technical assistance partner to the New York State Network for Youth Success (NYSNYS) for SATARC programs located in New York City. In this role, the Program Manager, NYC LEAPS TA (known statewide as a Technical Assistance Specialist) will provide comprehensive program oversight, strategic guidance, and targeted, customized coaching to support school–community-based organization (CBO) teams in implementing high-quality programs. This support ensures alignment with positive youth development principles, compliance with health and safety requirements, and effective family engagement practices.

    The Program Manager, NYC LEAPS TA plays a critical role in guiding programs toward success by strengthening overall program quality and improving students’ academic, social, and emotional outcomes. Serving as a dedicated partner to schools and CBOs, the Program Manager, NYC LEAPS TA delivers personalized technical assistance, coaching, and guidance tailored to program needs. Working collaboratively with key stakeholders, the Program Manager, NYC LEAPS TA offers strategic insights, relevant resources, and constructive feedback to enhance implementation and performance. Through ongoing monitoring, data-informed decision-making, and proactive problem-solving, the Program Manager, NYC LEAPS TA builds the capacity of schools and partners to sustain high standards, support continuous improvement, and promote positive youth development.

    Duties & Responsibilities:

    • Support the implementation of SATARC after-school and out-of-school time programs while building strong, collaborative relationships with schools and CBO partners.
    • Schedule regular coaching meetings with schools and be available for phone calls as needed.
    • Ongoing communication with key stakeholders, including school leaders, after-school and out-of-school time staff, and community partners, through regularly scheduled meetings.
    • Support programs in goal setting and continuous improvement planning through observations using the Network for Youth Success Quality Self-Assessment (QSA) tool
    • Attend and actively participate in regular check-in meetings with the Network for Youth Success (NYSNYS).
    • Analyze data and facilitate continuous improvement discussions related to student enrollment, attendance, and engagement.
    • Assist research and reporting efforts as needed by collecting data and documenting support to students and schools.
    • Provide intensive technical assistance to programs requiring additional, targeted support which may include: Coordinating and facilitating additional check-in meetings, both virtually and on-site, along with follow-up visits; revisiting and refining program goals to address emerging needs and developing actionable work plans to support effective implementation and sustained improvement.
    • Lead workshops on skills related to SATARC implementation
    • Other relevant tasks as assigned

    Qualifications and Competencies:

    • Commitment to educational equity
    • Bachelor’s degree and at least three years of teaching or related experience in the youth services and/or education field required
    • Experience building and supporting partnerships between schools and community organizations particularly in a coaching capacity, strongly preferred
    • Strong cultural competence with respect for and extensive knowledge of the cultures of the various stakeholders we work with and the communities we serve
    • Commitment to collaboration and participating as a member of a team that recognizes that it is strengthened through its diversity.
    • Excellent planning and organizational skills with a proven ability to execute tasks efficiently
    • Excellent communication and facilitation skills, including the ability to clearly communicate complex programs to program partners, to share our work during conferences, and to lead high-quality professional learning for educators.
    • Expertise in using data to improve programs and instruction
    • Ability to collaborate effectively with diverse stakeholders and execute projects independently
    • Computer skills, especially MS Office: Outlook, Word, PowerPoint and Excel
    • Flexibility, adaptability and comfort with complexity and change
    • Willingness to travel throughout NYC (up to 2-3 days per week) including evenings and weekends.

    Our organization follows a hybrid work structure where employees can work remotely or from the office, as needed. Leaders of teams may call team members together for in-person meetings in the office when they reasonably believe that the work will be more productive and/or efficient if completed through in-person collaboration, and all full-time employees are expected to attend monthly all-staff meetings at the office.

    This position requires regular use of public transportation and regular work in school buildings that may require climbing stairs.
