    THE OPPORTUNITY

    The Compliance Manager will be responsible for developing, implementing, and monitoring the organization’s compliance framework to ensure adherence to all applicable laws, regulations, and contract requirements. The Compliance Manager will focus on maintaining compliance with license, legal and contractual obligations as well as leading preparation and implementation of internal policies to identify and assess risk and to recommend and lead resolution. The Compliance Manager will be responsible for monitoring and understanding evolving compliance requirements. The role requires advanced analytical and organizational skills, strong comprehension of complex concepts, ongoing project management, and the ability to collaborate and build partnerships with multiple departments within the organization and with external partners.

    WHAT YOU WILL DO

    Organizational Regulatory Compliance (35%)

    • Ensure the organization retains all certifications, status’ and licenses in good standing, including: lender’s licenses, securities permit, business and other licenses, CDFI Certification, NMTC, nonprofit (state and federal) status, and similar.
    • Lead and ensure prompt, compliant, accurate submission of compliance reports required by regulatory bodies.
    • Understand and lead ongoing compliance with and monitor changes in regulations and requirements at Local, State and Federal levels that impact the organization’s ability to fulfill its programs and mission, including lending and other operations; make timely notification and recommendations related to maintaining organization compliance in order to ensure continued compliance and lead or support implementation of such.
    • Coordinate with Vice President of Administration and Operations, outside counsel and/or others as needed to address compliance issues or concerns.
    • Serve as the primary point of contact for audits, exams and program reviews by certifying or licensing agencies.

    Funder and Contract Compliance and Reporting (30%)

    • Review all contracts, including grant and loan/investment agreements, and ensure understanding of compliance obligations with all stakeholders, including entering requirements into systems of record and training as needed.
    • Monitor compliance with all contracts, including grant and loan agreements, ensuring all reporting, documentation, covenants and deliverable requirements are met.
    • Work closely with other departments and cross-functional teams as indicated by the compliance required to ensure compliance reporting is complete, accurate and timely.
    • Manage New Market Tax Credit (NMTC), CDFI Fund, and other related or similar reporting requirements and submissions.
    • Serve as the primary point of contact for audits, exams and program reviews by funding agencies or organizations.

    Internal Controls and Risk Management (15%)

    • Design, document and implement effective internal audit processes to promote organizational compliance and risk mitigation.
    • Collaborate with all departments to identify departmental and shared risks, and lead efforts to mitigate and manage risk.
    • Ensure staff are fully trained on compliance risks, processes, and procedures.
    • Review and assess fraud vulnerability and develop fraud detection tools.
    • Ensure the highest level of data security and controls, including with all related vendors.
    • Collaborate with Vice President of Administration and Operations leadership team regarding business and professional liability insurance decisions and compliance.

    Audits (10%)

    • In collaboration with Finance department, ensure auditors have access to all information they require to complete financial and IT audit, internal control reviews, and government audits as required.
    • Lead rating agency reviews, including response to ratings agency requests and preparation of key stakeholders for interviews to obtain highest rating practicable.

    Planning and General (10%)

    • Partner with leadership and operational teams as thought-partner and tactician to integrate compliance into strategic planning and program development.
    • Stay informed of anticipated and actual changes to the community development financial institution landscape and provide notice and guidance as to ways to prepare for and stay in compliance with evolving considerations and needs.
    • Support governance and nonprofit compliance needs.
    • Additional duties as assigned.

    WHO WE ARE LOOKING FOR

    Ideal qualifications

    • Bachelor’s degree in a relevant field. Advanced degree in law or business, or paralegal certificate, is a plus.
    • 5+ years regulatory compliance and/or legal risk and compliance experience; CDFI, lender, or government regulation and contract compliance experience are preferred.
    • Experience in the nonprofit or public sector is preferred, especially within a CDFI or financial services environment.
    • Strong knowledge of best practices for compliance leadership, including understanding industry processes and regulations.
    • Prior experience in setting up compliance systems and developing compliance practices.
    • Ability to navigate complex regulatory and governmental systems and guidelines.
    • Strong analytical skills and ability to exercise sound judgment in development of compliance solutions.
    • Excellent written and verbal communication and presentation skills, including skills in persuasive reasoning and change management.
    • Strong collaborative skills and experience leading and working in a multi-stakeholder environment.
    • Strong project management skills.
    • Strong problem-solving skills, with the ability to anticipate issues and develop proactive solutions.
    • Proficiency in Google Suite and Microsoft Office/365, including intermediate to advanced proficiency in Excel, and tech-forward skills in database infrastructure planning and management with a preference for Salesforce.
    • Commitment to compliance and attention to detail, with ability to work with autonomy.
    • Keen ability to listen, build productive and positive relationships, and partner with diverse employees and stakeholders.

    MORE ABOUT THE POSITION

    The Compliance Manager is a full-time, exempt position. This position reports to the Vice President of Administration and Operations. The salary for this position is between $135,564 - $148,202 annually, depending on experience.     The position will be based at either of Community Vision’s offices in San Francisco or Oakland, with flexibility for hybrid work. Regular travel during and outside of business hours to local/regional Bay Area events, meetings, and activities is to be expected as part of this role. The position requires regular computer and telephone use plus some minimal lifting.
