    POSITION: Regional Political Manager

    STATUS: Full-time, permanent, exempt

    LOCATION: Remote - Houston/Harris County

    SALARY: $65,000 Annually

    ORGANIZATION: Planned Parenthood Texas Votes (PPTV) is the statewide advocacy and political arm of the Planned Parenthood affiliates in Texas. Planned Parenthood Texas Votes works to foster and preserve a social and political climate in Texas favorable to full reproductive health care access, through legislative advocacy, grassroots organizing, and electoral activity, to promote and protect the mission of local Planned Parenthood organizations in Texas.

    The work at PPTV is fast-paced and deals with complex and high-priority matters related to the public policies and politics of reproductive health in Texas. Our programs range from talking to voters about abortion access to advocating at the state legislature, organizing advocates to rally in support of reproductive rights, and training the next generation of movement leaders. We imagine a world where having a uterus is not a pre-existing condition; where people can love who they love, be who they are, and find the care they need when they need it.

    PPTV’s theory of change focuses on engaging and empowering young people, women, people of color, and LGBTQ folks. These demographics represent the majority of Planned Parenthood patients, a significant proportion of Texas’ changing population, those particularly impacted by attacks on reproductive health and rights, and who are also the least engaged and represented in elections, government and politics.

    POSITION

    The Regional Political Manager (RPM) is a key member of Planned Parenthood Texas Votes’ Political team and serves as the political lead for an assigned region. This position reports directly to the Government Relations & Political Director and works in close coordination with the Organizing & Training Director and regional Organizing Coordinator.

    The RPM is responsible for ensuring PPTV maintains a consistent, informed, and influential presence in regional political ecosystems year-round. This role leads regional political strategy, manages high-level relationships, and translates statewide political priorities into region-specific plans that advance PPTV’s mission and electoral objectives.

    The position requires regular travel within the assigned region and occasional travel statewide. This role requires strict adherence to confidentiality regarding political strategy, coalition dynamics, and organizational operations. This is an exempt position.

    Duties & Responsibilities

    • Serve as PPTV’s primary political representative and strategist within the assigned region.
    • Develop, implement, and regularly update regional political plans aligned with statewide goals and electoral priorities.
    • Monitor and analyze the regional political landscape, including elections, legislative activity, power dynamics, and emerging opportunities or threats.
    • Build and maintain strong relationships with elected officials, candidates, political clubs, coalitions, advocacy partners, and community leaders.
    • Represent PPTV in regional political meetings, coalitions, caucuses, and strategic decision-making spaces.
    • Provide regular political intelligence, written reports, and strategic recommendations to the Government Relations & Political Director.
    • Coordinate closely with the Organizing Coordinator to ensure organizing tactics are aligned with political strategy and regional priorities.
    • Identify opportunities for rapid response, escalation, and coordinated action in collaboration with statewide leadership.
    • Support statewide electoral and legislative efforts by contributing regional insight, relationships, and execution capacity.
    • Ensure all political activity complies with applicable legal and organizational guidelines.
    • Partner with the Organizing Coordinator to shape regional volunteer leadership development strategies that support political objectives, including identifying high-capacity volunteers for deeper engagement and leadership roles.
    • Provide strategic guidance on volunteer deployment and prioritization based on regional political needs, electoral timelines, and coalition strategies.
    • Develop and maintain individualized community and county-level political plans informed by local political climate, power dynamics, voter behavior, and issue salience across Texas counties within the region.
    • Analyze county-specific political conditions to tailor engagement approaches, escalation strategies, and messaging priorities in coordination with statewide leadership.
    • Identify priority counties for relationship-building, voter engagement, and leadership development based on political opportunity, risk, and long-term power-building goals.
    • Ensure regional volunteer and community engagement strategies remain adaptive to shifting political environments, including special elections, legislative developments, and rapid-response moments.

    Qualifications

    • Experience in Texas politics, including electoral campaigns, legislative advocacy, or movement-building.
    • 4+ years of experience in political campaigns, government relations, issue advocacy, or electoral organizing.
    • Strong knowledge of Texas politics, with regional expertise and involvement in the local political world preferred.
    • Demonstrated experience building and managing political relationships and coalition partnerships, with a preference for experience in progressive and reproductive rights spaces.
    • Proven ability to translate political strategy into actionable plans and outcomes.
    • Experience working in fast-paced, high-stakes political environments with strategic thinking and problem-solving skills.
    • Strong written and verbal communication skills.
    • Commitment to Planned Parenthood’s mission and reproductive freedom.
    • Demonstrated experience developing or guiding volunteer leadership pipelines. Experience deploying volunteers in political or advocacy contexts.
    • Proven ability to design and adapt county- or community-specific political strategies based on local political climate, power mapping, and electoral dynamics.
    • Strong analytical skills with experience assessing regional and county-level political conditions to inform engagement, messaging, and escalation strategies.
    • Experience working across diverse political environments within a large geographic region, with the ability to tailor approaches for urban, suburban, and rural counties.
    • Ability to collaborate effectively with organizing staff to align strategic political direction with on-the-ground execution while maintaining clear role boundaries.
    • Experience integrating volunteer engagement into broader political strategy, rather than treating volunteer work as siloed or transactional.
    • Proven ability to operate independently, manage priorities with minimal oversight, and collaborate effectively within cross-functional teams.
    • This position functions at the manager level and includes direct supervision of staff, with responsibility for coaching, performance management, and team accountability.

    SALARY + BENEFITS

    This position is full-time with a salary range of $65,000 annually. PPTV is proud to offer a competitive benefits package for full-time employees that includes 100% employer-paid medical, dental, and vision coverage effective the first day of employment, life, AD&D, short-term disability, and long-term disability for the employee. We also offer optional flexible spending accounts and additional life coverage.

    Full-time employees receive 27 paid holidays, inclusive of a winter break, accrue 17 days of paid time off and 56 hours of sick time (not accrued) in their first year of employment, bereavement leave, jury duty pay, professional development opportunities, and the option to participate in a 401(k) retirement plan.
