Miami Homes For All, Inc. (MHFA) is a 501(c)(3) nonprofit organization whose
mission is to ensure all Miami-Dade residents have a safe, affordable place to call home. The Policy Analyst Fellow will work closely with the Director of Housing Advocacy and Community Engagement to advance Miami Homes For All’s policy and advocacy initiatives related to housing, homelessness, and systems change. The fellow will support research and policy tracking at both the county (BCC) and state levels, helping to analyze legislation, budget priorities, and emerging trends that impact housing access and stability. In addition, the fellow will assist with monitoring Homeless Trust and Homeless Outreach activities as needed, preparing policy memos, and contributing to research and advocacy materials that inform MHFA’s broader strategic goals.
RESPONSIBILITIES:
Policy Development:
- Assist in drafting policy proposals, recommendations, and position papers that align with the organization’s mission.
- Collaborate with team members to develop strategies for effective policy advocacy.
- Conduct best practices and policy research regarding housing and homelessness.
- Support public investment research and help assess the impact of local government funding on housing stability and youth outcomes.
Monitoring and Reporting:
- Track legislative developments and policy changes relevant to the organization’s focus areas, with a particular focus on county-level legislation.
- Monitor Homeless Trust and Miami-Dade County Commission agendas for affordable housing, youth, and homelessness-related policy items; summarize key takeaways for the team.
- Research and track policy proposals, ordinances, resolutions, and administrative items related to affordable housing, homelessness prevention, and youth services.
- Update and maintain a legislative tracker summarizing bill status, sponsors, hearing dates, and potential community impacts.
- Compile weekly policy digests or internal updates highlighting important developments at the local and county level.
- Assist in writing policy memos for HOMY, including brief analyses of proposed programs, funding shifts, and stakeholder impacts.
- Summarize research findings and draft concise briefing materials for internal use, board members, and youth advocates.
- Support evaluation of data and outcomes tied to specific policy areas, such as youth homelessness counts, shelter utilization, and affordable housing initiatives.
- Contribute to the annual policy report by providing insights from tracked legislation and program updates.
- Help prepare talking points and summaries for external meetings, community presentations, or policy discussions.
- Assist with planning, coordination, and documentation of convenings (such as policy convenings, etc.), preparing briefing materials, capturing notes, and summarizing next steps for follow-up.
Collaboration and Research Support:
- Provide research support for GMHA initiatives, particularly around property tax policy and its impact on affordable housing development.
- Participate in team meetings and contribute ideas for ongoing policy initiatives.
- Draft concise memos and legislative briefs for internal and external partners.
QUALIFICATIONS:
- All applicants must be able to dedicate up to 20 hours per week and attend at least three in-person meetings per month.
- Strong analytical and critical thinking skills with the ability to synthesize complex information.
- Excellent written and verbal communication abilities.
- Experience with research, legislative tracking, or policy writing preferred.
- Ability to work independently and collaboratively in a dynamic environment.
- Proficiency with Google Workspace, Canva, Microsoft Suite, data visualization programs, etc.
- Strong project management skills and attention to detail.
- Demonstrated interest in housing justice, equity, and community-led change.
- Must have lived experience with housing instability (i.e., homelessness, couchsurfing, doubled-up, etc.).
- Must be between the ages of 16 and 24.

Work Environment. This fellowship requires a combination of remote, office-based, and fieldwork. Occasional evening or weekend hours may be necessary for community engagement and events.
