- Seeking a candidate with supervisory experience, delivering OPWDD Medicaid Waiver funded Supported Employment Services to the I/DD population
- Responsible for overseeing a staff of approximately 12 DSP-Job Coaching staff and a combined caseload of approximately 150 individuals
- Provide field-based support to staff throughout various NYC worksites
- Track record of successfully placing participants in community-based jobs using ETP/Discovery model of employment

Title: Field Supervisor (SEMP) Location: New York, various location

General Purpose:
The SEMP Supervisor oversees a team of field-based DSP-Job Coaches coordinating support for the program participants assigned to each DSP. This includes administration of all aspects of an ongoing vocational support program including planning, staffing, controlling program activities, and achieving fiscal and programmatic goals.
Essential Functions:
ESSENTIAL JOB FUNCTIONS AND OTHER REGULAR RESPONSIBLITIES (FROM JOB DESCRIPTION AND OTHER SOURCES OF ASSIGNMENTS)
- Coordinate daily operations related to the provision of SEMP services including conducting and / or overseeing:
- Daily oversight of DSP Staff and assurance of adherence to SEMP Policy & Procedure
manual as well as various OPWDD and OMIG Guidance documents
- Site visits to ensure quality of services Maintain good relationships with employers to be able to troubleshoot account issues
- Maintain high retention rate at job sites and ensure that staff provide appropriate
supports in line with Staff Action Plans and individual needs of client at the job site to
maintain employment
- Scheduling staff coverage, workloads, & program activities
- Service Planning and service documentation including teaching staff to properly write,
Daily Progress notes, Life Plans and Staff Action Plans, that meet Quality & Billing
Criteria
- Direct Reports may include a mix of Intensive and Extended DSPs
- Review and approval of staff expense reports
- Coordination of efforts to move program participants through the various service ‘buckets’ i.e. Discovery, Job Development, Placement, Stabilization and Long Term Follow Along (extended phase)
- Conduct reviews of procedures and processes to ensure effectiveness of services provided and compliance with all internal and external regulations.
- Responsible for ensuring staff maintain documentation in audit ready condition
- Ensure programs operate within approved budgets by monitoring income and expenses and making required adjustments throughout the fiscal year.
- Monitor participants’ attendance and units of service to ensure programs meet annual budget expectations.
- Provide staff with supervision, training, and follow-up support to help them achieve program objectives.
- Ensure all staff receive trainings mandated by Goodwill and regulating agencies (e.g. OPWDD, ACCES-VR and DOL) in required time frames.
- Implement Person Centered Practices, employment, promotion of independence, and community integration in programs
- Develop and maintain positive relationships with businesses, funding sources, schools, and other agencies
Other Operations Manager Duties
- Ensure program activities and billing conforms to Funding Source Service Delivery & Billing Guidelines and are in compliance with OMIG guidelines, and NYCRR guidelines.
- Certification in current EHR/CMIS system in order to ensure integrity in program modules, administration of billing units, invoicing, creating new queries, and other vital functions on the back end of the EHR module.
- Implement appropriate QA/QI surveys, training, plans, etc.
- Incident reporting for programs
- Supervises special vocational, employment, and quality improvement projects as assigned by AVP.
- Responsible for hire/terminations.
- Work effectively with employers to facilitate accommodations and mitigate issues for greater job retention.
- Knowledge and use of various online databases including: eMedNY, CHOICES, IRMA
- Other various duties as assigned by management
Qualifications/Basic Job Requirements:
- Bachelor’s degree preferred
- 3-5 years’ previous experience working in OPWDD Waiver Programming, preferably SEMP.
- Proficient and comfortable creating Excel spreadsheets to manage data and present information and develop charts and graphs
- Supervisory Experience a plus
- Experience with ID/MH population is a plus
- Excellent computer skills e.g. Microsoft Office Suite, Outlook 365, Teams, Zoom & EHR Database administration necessary (Must be able to help and trouble shoot common problems and set up that staff may have without needing to elevate to IT Support
- Knowledge of Medicaid HCBS Waiver Services

- DSP-Job Coaches Report directly to this position
Special Working Conditions:
Travel required - including field visits to assure staff working remotely out in the field are following regulations and working effectively with participants and employers.
