    Role Purpose

    The General Secretary for Operations & Compliance will be part of theGeneral Secretary Office (GSO) and work closely with the Executive Directors of the Board of Volt Europa, to which it will also report.

    In this role, you will be responsible for the operational functions within the organisation (with a focus on HR and Legal), as well as the compliance and administrative processes of Volt. This includes managing teams of volunteers, reviewing and drafting contracts and improving processes.

    Job Title: Operations & Compliance manager

    Term: 1 year contract initially

    Remuneration: around €46,000 annually for full-time role. Salary to be adjusted depending on experience-level and for purchase power parity depending on the location.

    Location: fully remote

    Time commitment: full-time or part-time to be agreed

    Key Tasks:

    You will oversee the functions HR and Legal & Compliance, and also step in where needed to link the work of the Tech team to the broader organisation. In addition, you will focus on organisational development, which includes taking ownership of different projects within the organisation, some which may fall outside of the scope of the mentioned teams, as well as preparing board decisions and working together with the Leadership team and your counterparts in the national chapters to manage the day-to-day operations of the organisation.

    1. Legal & Compliance
      • Liaise and coordinate between the (volunteer) Legal and Data Privacy teams of Volt EUR and the rest of the organisation;
      • Advise on legal and compliance matters, including the GDPR;
      • Lead projects to improve the internal governance of the organisation, in cooperation with the Legal team;
      • Lead the Europarty governance task force, and take responsibility over the regulatory and governance aspects of the establishment of the Europarty;
      • Ensure the proper functioning of the bodies of the organisation (including e.g. the Electoral Commission) in line with the rules of the organisation;
      • Coordinate the work of the Integrity bodies in line with the Integrity Syllabus, and set up cross-functional communication between the relevant internal stakeholders;
      • Responsible for cooperation with external stakeholders (such as banks, accountants, administration offices, external lawyers, local authorities).
    2. Human Resources
      • Monitoring of HR aspects across the European organisation, such as sick leave, management, management of vacations, contract renewals;
      • Ensure a safe & inclusive staff environment where everyone can thrive;
      • Lead performance reviews and evaluation meetings;
      • Supervise, and where necessary lead, recruitment processes of volunteer, paid staff and internship / traineeship positions throughout the organisation;
      • Draft employment and freelance contracts based on the templates available;
      • Work with the Salary Review Committee on updating and implementing the compensation scheme;
      • Work with the Treasury team to liaise with different payroll providers and ensuring the salaries are paid timely;
      • Supervise a team of volunteers responsible for HR matters;
    3. Tech:
    • Regular check-ins with the responsible project Leads.
    • Ensure drafting and implementation of organisation’s Tech strategy under the Tech Lead’s responsibility.
    • Liaison between the Board and the organisation (chapters, members) for the execution of Tech projects.
    • Champion data security and data privacy, implement measures accordingly.

    What we look for in you:

    • Structured, Detail-Oriented Operational Improver: Able to organise complex information and manage multi-country processes with high accuracy, while continuously improving workflows and driving operational and organisational efficiency.
    • Cross-Functional Leadership & Collaboration: Experienced in coordinating diverse teams (staff and volunteers) across HR, Legal, Tech and/or governance functions, on the European level and with countries, building consensus within communities and enabling smooth organisational operations.
    • Trusted, Principled Stakeholder Advisor: Demonstrates high integrity and sound judgement while managing confidential and sensitive matters, and builds strong, effective relationships with in the General Secretary Office, the European Board and other internal and external stakeholders to ensure aligned, well-informed decision-making.
    • Adaptive, Responsive Problem-Solver: Comfortable working in fast-changing operational contexts, prioritising effectively, being responsive and proactive, and independently driving solutions and improvements.
    • Inclusive, Values-Driven Communicator: Values diversity, gender, social and geographical balance, creates an inclusive environment, communicates clearly across cultures and teams, and shares the fundamental values of Volt.
