    Descripción

    The Head of Programmes (HoP) plays a critical leadership role within Razom We Stand, overseeing the design, implementation, and strategic development of our programme portfolio. As a core member of the Senior Management Team (SMT), the HoP will work alongside the Executive Director and other senior leaders to ensure that our programmes align with our organisational strategy, deliver meaningful impact, and contribute to our mission of accelerating the clean energy transition in Ukraine and reducing global reliance on Russian fossil fuels.

    The HoP will provide strategic oversight, operational leadership, and technical guidance to programme teams, ensuring high-quality execution and alignment with organisational requirements. They will also play a key role in programme development, team management, stakeholder engagement, and internal capacity building.

    Key Responsibilities

    Programme Implementation & Management

    • Led the strategic planning and execution of Razom We Stand’s programme portfolio, ensuring coherence, impact, and alignment with the organisation’s vision and mission.
    • Oversee programme teams responsible for direct implementation, providing technical direction and ensuring high-quality outcomes.
    • Develop, manage, and monitor programme budgets in collaboration with the operations team, ensuring cost-effective use of resources.
    • Establish clear programme objectives, deliverables, and performance indicators, ensuring that programme staff adhere to timelines, budgets, and donor requirements.
    • Work closely with the team to ensure data-driven decision-making, accountability, and programme effectiveness.
    • Ensure programmes are designed and implemented with a strong understanding of geopolitical, environmental, and social dynamics.
    • Identify and address challenges and risks affecting programme implementation, proactively finding solutions in coordination with the Senior Management Team.

    Grants Management & Donor Engagement

    • Act when needed as a focal point for donor engagement, ensuring transparent, professional, and timely communication with funders.
    • Lead grant reporting processes, ensuring the timely and high-quality submission of reports and updates to donors concerning programme development and impacts
    • Support the development of fundraising proposals, ensuring alignment with programme priorities and long-term strategic goals.

    Programme Development & Strategic Direction

    • Lead the development of new programme initiatives, identifying opportunities for growth and innovation within Razom We Stand’s areas of focus.
    • Ensure strategic alignment between programme design and organisational advocacy efforts, enhancing Razom We Stand’s influence in policy and decision-making circles.
    • Monitor and analyse international trends, policy developments, and emerging challenges to ensure Razom We Stand remains responsive and proactive in its programming.
    • Strengthen collaboration with partner organisations, government entities, and international stakeholders to enhance impact and build sustainable initiatives.
    • Contribute to thought leadership, developing research, reports, and strategic briefings on energy transition and climate-related issues.

    Staff Management & Capacity Building

    • Provide leadership and mentorship to programme teams, fostering a culture of excellence, collaboration, and continuous learning.
    • Oversee recruitment, onboarding, and performance management of programme staff, ensuring the right expertise is in place to achieve programme goals.
    • Facilitate training, knowledge-sharing, and capacity-building initiatives to strengthen team skills and expertise.
    • Support staff in career development, ensuring clear professional growth pathways within the organisation.
    • Promote a positive and inclusive work environment, upholding Razom We Stand’s core values and organisational culture.

    Operational Support & Organisational Alignment

    • Ensure efficient coordination between programme, operations, and communication teams to streamline project execution.
    • Work with the Executive Director and SMT to ensure programmes contribute effectively to organisational priorities and long-term sustainability.
    • Develop and oversee risk management strategies related to programme operations, ensuring compliance with security, legal, and ethical standards.
    • Represent Razom We Stand in high-level forums, advocating for programme priorities and contributing to global discussions on energy transition and geopolitical strategy.
    • Ensure internal policies and procedures related to programme implementation are consistently followed and refined as necessary.

    Qualifications & Experience

    • Master’s degree or equivalent experience in international development, energy policy, environmental science, political science, or a related field.
    • Minimum of 5 years of experience in programme leadership roles, including strategic planning, implementation, and team management.
    • Strong track record in grant management, donor engagement, and proposal development.
    • Experience working in complex, multi-stakeholder environments, preferably in the areas of climate policy, energy transition, or geopolitical strategy.
    • Strong financial management skills, including budgeting, forecasting, and compliance.
    • Demonstrated leadership and management skills, with experience in staff supervision and professional development.
    • Proven ability to analyse political, economic, and environmental contexts and translate insights into effective programme strategies.
    • Excellent communication and negotiation skills, with the ability to engage diverse audiences, from grassroots partners to high-level decision-makers.
    • Fluency in English; knowledge of Ukrainian or other relevant languages is an asset.

    Desirable

    • Experience working in or with Ukraine and Eastern Europe on energy transition, climate action, or policy-related issues.
    • Understanding of global energy markets, renewable energy financing, and decarbonization strategies.
    • Experience with international advocacy, campaign development, and movement-building approaches.

    Key Challenges

    • Navigating complex geopolitical dynamics while ensuring programme integrity and effectiveness.
    • Balancing strategic vision with operational realities and funding constraints.
    • Managing multiple programmes and donor expectations while maintaining high-quality implementation.
    • Building and sustaining collaborative partnerships across different sectors and geographies.

    Working Conditions

    • 24 days of annual vacation, plus a day off on your birthday.
    • Eight annual sick/personal leave days.
    • Four additional bank holidays annually.
    • End-of-year leave: December 30, 2025 – January 2, 2026.
    • Laptop allowance (up to €1,200).
    • This role may involve travel to programme locations, conferences, and meetings.
    • Occasional work outside of regular hours may be required to accommodate time zones and urgent programmatic needs.
    • The position may require flexibility in working arrangements based on evolving programme priorities and external developments.
