    General context of the project

    The humanitarian situation in the DRC remains complex and has generally deteriorated in recent years, consisting of multiple overlapping crises, particularly in the eastern provinces of the country, which are facing endemic violence and armed conflict. Insecurity has led to widespread and repeated displacement. The impact of violence on civilians is a major concern, with regular violations of human rights and international humanitarian law, including targeted attacks against civilians and a high prevalence of gender-based violence.

    INTERSOS has been present in the DRC since 2010 and is currently working in Ituri, North Kivu, South Kivu, and Haut Uele through protection programs, including protection monitoring in partnership with the Humanitarian Fund and UNHCR, and nutrition programs in partnership with WFP and UNICEF.

    General purpose of the position

    The project manager ensures constant engagement between the various support departments to ensure timely support for the project team.

    The project manager holds the budget for the entire grant/project budget and closely oversees/monitors financial planning, liquidity planning, and budget utilization/burn rate monitoring.

    Financial/budget management is the project manager's ultimate responsibility for the specific project, and they must ensure that this is combined with a tight logical framework and work plan monitoring.

    Main responsibilities and tasks:

    Main responsibilities

    • Ensure planning, implementation, and monitoring/evaluation, and set objectives as included in the project description. Report any significant deviations from the program implementation plan and estimated expenditures; alert the relevant staff.
    • Ensure effective financial management as the primary holder of the project budget, in accordance with the INTERSOS model and donor regulations.
    • Team and human resources management (staff and volunteers)
    • Provide quality reports on project activities, including findings on impact and changes in beneficiaries reached by the project, compliant and consistent reporting in accordance with INTERSOS and donor requirements, in collaboration with the HQ Grants Unit.
    • Develop a clear understanding of the INTERSOS program and country strategy within the project team, also ensuring timely input and feedback from the team on strategic issues.
    • Support the Program Coordinator in developing programs or projects.
    • Ensure program delivery complies with INTERSOS and donor minimum technical standards, and seek advice and tools from the Technical Section and the MEAL Department.
    • Ensure a clear overview of stakeholders and services in the intervention area, enabling the development and implementation of partnerships and referral pathways.
    • Provide administrative and office support activities (agreements, amendments, signed reports, communications, etc.), ensuring the documentation cycle is up to date and ensuring that the requirements of all services are aligned and addressed.

    Detailed responsibilities and tasks;

    • Ensure the full and timely implementation of the approved project proposal, proactively meeting reporting deadlines:
    • Project launch and presentation/sharing with teams.
    • Review and prepare a detailed activity plan with the team.
    • Verify beneficiary targeting.

    Financial management and procurement

    • Prepare, monitor, and implement the financial and procurement plan.
    • Prepare the financial plan.
    • Approve all purchases/contracts and budget line allocations.
    • Verify accounting entries in accounting spreadsheets INTERSOS (JOURNAL): verify budget line allocations, the status of budget expenditures against actual delivery, and the financial plan for the remaining project implementation period.
    • Ensure that the correct INTERSOS procurement guidelines are applied and properly documented for all purchases/contracts of goods, services, and supplies, in coordination with the Finance and Logistics departments.
    • Verify the expenditure list before finalizing interim and final financial reports.
    • Assume final responsibility for verifying the completeness and accuracy of all supporting documentation.

    Personnel management

    • Agree and establish clear reporting and communication lines
    • Recruit the team, liaise with the HR department to ensure up-to-date HR files.
    • Continuously coach field teams to improve delivery quality.
    • Manage and evaluate the performance of project staff.
    • Organize weekly and monthly meetings with the team to review planning and discuss key areas of focus for the upcoming period.
    • Continuous/rapid quality checks on data collected and received from field staff.
    • Ensure teams comply with INTERSOS rules and guidelines for the assignment and adhere to the INTERSOS Code of Conduct and Values Charter.

    Monitoring and evaluation

    • Monitor and verify beneficiary targeting.
    • Using a results-based management approach, monitor project outcomes, in addition to outputs and activities, including household and community changes achieved through the project.
    • Conduct (security permitting) field visits to provide technical advice and supervision to the team and monitor the progress and quality of various project activities.

    Reporting

    • Ensure quality reporting on achievements through brief daily briefings, monthly and weekly planning presented in conjunction with weekly and monthly performance reports containing clear quantitative and qualitative information on activities.
    • Obtain regular team reports and compile, review, and analyze them monthly, which will be reflected in the INTERSOS project assessment tool.
    • Prepare ad hoc progress reports for donors and interim and final project reports as requested by officials; prepare timely and qualitative interim and final narrative reports for the donor, reviewing achievements against outcomes and outputs, and clearly reflecting lessons learned in recommendations for future programs.
    • Assume final responsibility for all supporting documentation (means of verification) and general project documents. Regularly provides communication products (including photos) on the project to be used by the INTERSOS communication department at various points of sale.

    Coordination and representation

    • Assist the Program Coordinator and Technical Coordinators in attending group meetings and ensure the timely reporting of highlights and relevant information for the intervention area.
    • Participate in regular meetings with donor representatives and facilitate field visits by donor missions (when security conditions permit), in coordination with the Program Coordinator.
    • Ensure systematic information sharing and updates with the Program Coordinator.
    • Perform any other related duties as assigned.

    Required profile and experience

    Education

    • University business degree in social sciences, political science, international relations, humanitarian aid or a related discipline.

    Professional Experience

    • Minimum of 3 years of professional experience in humanitarian project/program management, including financial management and logistical responsibilities.
    • Minimum 1 year of experience in implementing multi-sector humanitarian programs and analyzing the security context.
    • Experience in complex emergency situations.

    Professional Requirements

    • Experience building and maintaining collaborative relationships with donors and government counterparts, as well as donor compliance and reporting.
    • Strong advocacy and negotiation skills.

    Languages

    • Fluent French is essential
    • Italian is also required for this position
