Position Description: Project Manager – Chile Basel Enforcement App

About the Project
Basel Action Network (BAN) is implementing a 24-month pilot project in Chile under the Basel Convention Partnership on Plastic Waste to develop, test, and launch a mobile application that supports enforcement officers in identifying illegal plastic and electronic waste shipments. The project includes app development, pilot testing, in-country trainings, webinars, and global rollout.
Position Summary
BAN seeks a highly organized, Project/Product Manager to lead day-to-day implementation of the Chile Basel Enforcement App project. The Project Manager will coordinate across BAN staff, Zero Waste Alliance Chile (AB0Ch), technical developers, consultants, and government stakeholders to ensure timely delivery of project activities, outputs, and reporting in line with UN/BRS requirements.
This role is both operational and strategic, requiring strong project management skills, cross-cultural coordination, and comfort working within international environmental governance frameworks. Candidates with demonstrated experience leading mobile application development or technology product programs are strongly encouraged to apply.
Key Responsibilities
Project Coordination & Implementation
- Manage the full project lifecycle across all four project phases:
- Needs assessment, research, and app design
- Pilot testing and stakeholder review
- Launch, trainings, and webinars
- Ongoing maintenance, updates, and global rollout
- Maintain and track the approved workplan, milestones, deliverables, and timelines.
- Coordinate regular project meetings (including twice-monthly video calls) with BAN, AB0Ch, and technical partners.
- Serve as the primary operational point of contact for project partners and consultants.
Stakeholder Engagement & Communications
- Coordinate closely with Zero Waste Alliance Chile (AB0Ch) to support in-country engagement with enforcement agencies and government stakeholders.
- Support planning and execution of trainings, workshops, and webinars for enforcement officers.
- Coordinate production of technically accurate Spanish-language app content and materials, working in partnership with AB0Ch and translation support as needed.
- Liaise with the Chile Ministry of Environment and other relevant agencies as needed.
- Own the product relationship with software development contractors, managing deliverables, timelines, and quality across the full app development lifecycle.
Budget & Grant Compliance
- Track project expenditures against the approved budget and flag variances early.
- Coordinate with BAN staff to ensure compliance with UN/BRS financial rules and reporting requirements.
- Support preparation of financial justifications and explanations (e.g., unit costs, budget alignment with activities).
Monitoring, Reporting & Documentation
- Maintain project documentation, including meeting notes, progress updates, and deliverable tracking.
- Contribute to interim and final narrative reports required by the Basel Convention Secretariat.
- Support collection of means of verification (training records, assessments, screenshots, photos, reports).
- Ensure alignment between activities, outputs, and reporting language used in UN templates.
Risk Management & Quality Control
- Identify and proactively manage project risks related to timelines, stakeholder engagement, technical development, or political sensitivity.
- Support quality assurance of app content, training materials, and public-facing outputs.
- Coordinate feedback loops during pilot testing and ensure lessons learned are incorporated into final deliverables.
Required Qualifications
- English proficiency required; Spanish a plus. Spanish-language project materials will be developed in coordination with in-country partners and may involve translation support.
- Minimum 5 years of experience in project management, preferably in international development, environmental policy, or technology-enabled projects.
- Demonstrated experience managing multi-partner, multi-country projects.
- Strong organizational skills with the ability to manage complex timelines and deliverables.
- Experience working with NGOs, government agencies, intergovernmental organizations, or mission-driven multi-stakeholder programs in technology, environmental, or social impact sectors.
- Comfort working remotely with distributed teams across time zones.
Preferred Qualifications
- Background in international environmental policy, sustainable development, or related fields.
- Familiarity with UN/BRS reporting frameworks or similar intergovernmental compliance processes.
- Proven track record launching mobile applications or digital tools at scale, ideally in multi-stakeholder or mission-driven contexts.
- Experience in a non-profit leadership/management role, including strategic planning.
