    About Sourcewise

    Sourcewise is a nonprofit Area Agency on Aging serving Santa Clara County, dedicated to empowering older adults, adults with disabilities, and their caregivers to live with independence and dignity in their communities. As the County’s designated Area Agency on Aging, Sourcewise administers a comprehensive suite of programs including In-Home Supportive Services (IHSS) Public Authority, care management, caregiver support, nutrition services, and community outreach.

    Santa Clara County contracts with Sourcewise to provide Public Authority Services for IHSS. The Public Authority carries three state-mandated functions: maintaining a worker registry that recruits, screens, and refers home care providers to eligible IHSS consumers; providing access to training for consumers and providers; and administering health, dental, vision, and transit benefits for IHSS providers. In addition, Public Authority Services also provides enrollment processing for IHSS providers and DOJ criminal background checks.

    The Opportunity

    The Director, Public Authority Services provides visionary leadership and overall strategic and operational direction for Sourcewise’s Public Authority Services division. Reporting directly to the Chief Executive Officer, this leader ensures the department fulfills its mission to connect IHSS consumers with qualified home care providers, administers provider benefits in compliance with applicable labor agreements and county contracts, and advances IHSS and Public Authority policy in alignment with federal, state, and county requirements.

    The Director serves as the primary organizational liaison to the IHSS Advisory Board, Santa Clara County, the state, labor partners, and community stakeholders. This leader is equally a strategist, an advocate, and a skilled operations manager who leads with integrity and a deep commitment to equity and service excellence.

    Key Responsibilities

    Program Leadership & Operations

    • Direct day-to-day operations of the Public Authority, including provider registry, care coaching, outreach, enrollment processing, consumer and provider training, and personnel management
    • Design, develop, implement, and continuously evaluate Public Authority programs; develop strategies to achieve program goals and respond to evolving community needs.
    • Oversee the statewide Backup Provider System and/or Urgent Care Registry, including reporting, utilization analysis, and quality control.
    • Plan and implement consumer conferences in conjunction with the IHSS Advisory Board; assist with planning of the annual Independent Provider Appreciation Event.

    Provider Benefits Administration

    • Oversee administration of independent provider benefits including Valley Health Plan, Liberty Dental, Vision Services Plan, and VTA.
    • Ensure accurate and timely eligibility determinations, processing of terminations and reinstatements, and collection of premium payments.
    • Maintain full compliance with applicable labor agreements and county and state regulations governing provider benefits.

    Labor Relations & Stakeholder Engagement

    • Establish and maintain a productive working relationship with SEIU Local 2015; participate in labor negotiations and prepare Public Authority recommendations for the County negotiation team.
    • Represent the Santa Clara County Public Authority in local and statewide forums including CAPA and related stakeholder workgroups.
    • Prepare and present the Public Authority annual report to the Children, Seniors, and Families Committee and the Sourcewise Board of Directors.

    Personnel & Financial Management

    • Lead and supervise Public Authority staff through the full employment lifecycle: recruiting, hiring, onboarding, training, professional development, performance evaluation, and corrective action.
    • Foster a team culture of empathy, accountability, inclusion, and service excellence.
    • Prepare and manage the Public Authority budget in conjunction with the Sourcewise Finance Director and CEO; monitor financial performance against operating plans.

    Minimum Qualifications

    Education

    • Bachelor’s degree in business, Organizational Management, Social Work, or a related field. Equivalent combination of education and experience may be considered.

    Experience

    • Minimum 7–10 years of progressively responsible management experience in human services, public administration, aging services, or a closely related field.
    • Demonstrated experience supervising staff and directing complex, multi-component programs.
    • Experience working with older adults and/or individuals with disabilities strongly preferred.
    • Background in labor relations, union contract administration, or interest-based negotiation preferred.
    • Familiarity with IHSS Public Authority operations or home care provider registry programs highly desirable.

    Skills & Competencies

    • Strong organizational and project management skills with sound independent judgment.
    • Excellent written and verbal communication skills, including public speaking before boards and government bodies.
    • Demonstrated ability to build collaborative partnerships across government agencies, nonprofits, unions, and community stakeholders.
    • Proficient in MS Office 365, Teams, Zoom, and MS Access.
    • Bilingual ability is desirable.

    Licenses & Certifications

    • Valid California Driver’s License required.
    • Proof of automobile insurance meeting California State Law minimums required.
