Location: Hybrid (Office & Fieldwork) – Bethesda, MD Area
Reports To: Program Director
Status: Full-time/Exempt
Salary Range: $68,000-$72,000

Bethesda Cares is looking for a dedicated and results-oriented Street-to-Home Program Manager to oversee the daily operations of our Street-to-Home Program. In this role, you will have the opportunity to collaborate with a skilled team, manage essential services, and guide case management staff in applying best practices to support vulnerable populations. You will be responsible for driving positive outcomes for individuals experiencing homelessness while fostering a skilled and cohesive team. This will involve performing various duties either personally or through subordinate supervisors. The primary hours for this position are 8:00am – 4:00pm Monday through Friday. However, the duties and activities associated with street outreach engagements will require flexible schedules in the early morning, late nights, and weekend hours to contact persons who are street homeless. You will be responsible for driving positive outcomes for individuals experiencing homelessness while fostering a skilled and cohesive team. This will involve performing various duties either personally or through subordinate supervisors.
Key Responsibilities:
- Provides day-to-day management of the Street Outreach Program and team members, implementing all applicable program guidance and human resource functions.
- Guides street outreach team in providing housing-focused activities and utilizing housing first principles, trauma-informed care, harm reduction techniques, and a strengths-based approach that empowers persons sleeping on the streets and in places not meant for human habitation. Particular attention to be paid to those who may not independently seek services.
- Ensures maintaining HMIS – Homeless Management Information records are completed in a timely manner, including demographics, summary notes, transactions, and assessments
- Assists with training staff in the Bethesda Cares case management approach, trauma informed care principles, harm reduction practices, motivational interviewing, and program-specific procedures.
- Supports staff in handling difficult or complex cases.
- Works with the Bethesda Cares leadership and community partners to implement a coordinated street outreach count and conduct census activities, including the annual Point-in-Time count of street homeless populations.
- Promotes professional development of staff. Including activities to maintain and interact in a culturally sensitive, respectful, and professional demeanor in keeping with Social Work ethics and standards.
- Oversees the coordination of services with the Bethesda Cares Programs Director.
- Assists the Programs Director with reporting and administrative tasks related to program management.
- Attends internal and external meetings on behalf of Bethesda Cares and Programs Director as needed.
- Other duties as required.
EDUCATION and EXPERIENCE
- Bachelor’s degree in social work, counseling, or a related human services field required. Master’s degree (MSW) in social work preferred.
- Minimum of five years of experience providing counseling or case management services to individuals/families experiencing homelessness or other related populations.
- Working knowledge of social service delivery systems' theories, principles, techniques, and practices.
- Prior experience in a supervisory or leadership role, or equivalent experience, demonstrating the ability to manage and guide a team effectively.
- Working knowledge of Housing First, a client-centered approach.
- Proficiency in managing data systems such as HMIS and other relevant databases.
- Knowledge of community resources available to vulnerable populations. Familiarity with program management procedures, reporting requirements, and administrative tasks related to social service programs.
- Strong knowledge of Housing First and other client-centered approaches.
- Valid driver’s license and access to a vehicle required, as well as proof of auto insurance.
Preferred Qualifications:
- A Licensed Social Worker (LSW) or equivalent certification is preferred.
- Familiarity with trauma-informed care, harm reduction, motivational interviewing, and other best practices in social services.
- Previous experience in program management and reporting.
- Strong proficiency with Microsoft Office Suite (Excel, PowerPoint, Word).

Work Environment:
This hybrid role offers a mix of remote and field-based work. You will be required to travel to Bethesda Cares sites, shelters, and outreach locations across Montgomery County, MD, and Washington, DC. Some evening and weekend availability may be needed.
