NCAT operates locally, with deep ties to the communities and regions we serve. We share knowledge, build skills, craft practical solutions, and cultivate networks through workshops and convenings, an online resource hub, and multimedia communications. We are known for providing trusted, human-centered technical assistance in agriculture and energy.

    NCAT is seeking a Chief Operating Officer (COO). Under the general supervision of the Chief Executive Officer (CEO), the position is responsible for planning, organizing, and directing the organization’s operations and facilities. The COO directly supervises the Agriculture Program Director and Energy Program Director to ensure successful program implementation and impact and assists the CEO in developing and implementing the organization's short- and long-range strategic plans. The COO also supervises the Human Resources (HR) Generalists, IT Director, Travel Coordinator, and Contracts & Proposals Team. The COO will represent NCAT and interact with regulatory agencies, insurance carriers, partners, and other professional and community groups as well as oversee organizational compliance with State, Federal and local agencies. The COO will address and resolve operational challenges, maintain open channels of communication with staff, and work with the CEO and other leadership to provide strategic direction, ensure high productivity, and support effective functioning of the organization.

    This position could either be based in Butte, MT or could be fully remote in the U.S. (lower 48 states). Some travel will be required (10-15%) to NCAT offices, conferences, and team meetings. This position provides an outstanding opportunity to work with a dedicated and professional staff on a national level.

    QUALIFICATIONS: The position requires an MA/MS in an appropriate field plus at least five years of related professional experience, or a BS degree in a relevant field plus at least seven years of related experience, or a combination of equivalent skills, experience, training, and academic credentials.

    • Commitment to and passion for the NCAT mission
    • Strong interest and knowledge of mission-driven or nonprofit organizations
    • Understanding of energy and agriculture sectors, with the ability to guide and evaluate programmatic work in both areas, particularly in rural America
    • Excellent verbal and written communication skills; strong public speaking, presentation, writing, editing, and research skills
    • Strong organizational and planning skills with excellent attention to detail
    • Prioritize work assignments and complete tasks in a timely manner
    • Effective project manager who values streamlined, efficient and modern tools
    • Proficient with Microsoft Office Suite
    • Ability to work independently and in a team environment
    • Manage, coordinate and delegate, train, and mentor staff
    • Build relationships and collaborate with community organizations, government agencies, non-profit organizations and other partners
    • Experience with non-government and government contracting, grant management and compliance
    • Experience with budgeting and fiscal planning and management
    • Ability to travel occasionally.
    • This is a very people-centric, relational role and requires a high degree of emotional intelligence. The COO will be managing relationships both externally with NCAT partners and internally with staff, which requires both diplomacy and decisiveness
    • Ability to handle confidential information and communicate effectively with staff across different levels of seniority and experience

    RESPONSIBILITIES:

    • Promote and support NCAT’s mission.
    • Share responsibility with CEO for the general day-to-day administration of NCAT's operations. Take the lead on managing operations, systems, and contracts.
    • Serve as a member of the Senior Leadership Team responsible for meeting NCAT’s Strategic Goals. Participate in team meetings and discussions to develop and implement work plans, internal policies, organizational strategies, and new business development.
    • Work closely with the NCAT Board on personnel and other organizational policies, strategic plan review and reporting, and board governance in coordination with the CEO.
    • Work closely with the CEO, CFO, program managers, and supervisors to ensure fiscal budgets and program goals are being met.
    • Oversee the provision of legal review and advice as needed at the direction of the CEO.
    • Administer and ensure compliance with contracts with government and private funders, prime contractors, and subcontractors. Direct the development, negotiation, and execution of NCAT contracts.
    • Serve as financial account signatory and fiduciary trustee for the pension plan. Negotiate and manage contracts and services for benefits administration and insurance coverage.
    • Oversee indirect, allocated cost, and fringe benefit budgeting, administration, and planning in coordination with CFO. Reviews and approves select purchases.
    • Develop and implement systems and processes for the efficient management of NCAT programs and people.
    • Develop and apply quality improvement and assurance initiatives, standards, and practices to provide quality service to clients and staff.
    • Supervise the Energy and Agriculture Program Directors, providing strategic guidance, performance management, and support to ensure program effectiveness and alignment with organizational goals.
    • Collaborate with finance, communications, development, program, and administrative departments to develop new business opportunities and submit high-quality funding proposals.
    • Direct personnel, exercise decision-making authority, and coordinate implementation of policies and procedures related to human resources management, information technologies, and administrative support services. Coordinate related activities between departments and between national and regional offices.
    • Oversee a Facilities Manager who is responsible for building and campus management, maintenance, and leases of all NCAT offices. Approve related purchases and vendor services.

    SALARY AND BENEFITS: This salary is $100,000 – $130,000 annually depending on location, qualifications, and experience.
