Reports To: Director of Research, Data, and Evaluation

FLSA Status: This is a Full Time (40 hours/week), Exempt Position

Our more than 140 team members help families navigate their childcare and preschool options and secure financial assistance to pay for it. We provide home-based childcare businesses with the training and resources to succeed. Through a wide range of free programs and workshops, we support parents and caregivers as they build child development skills. POSITION SUMMARY: 

The Evaluation Manager is a key member of the Research, Data and Evaluation team that will work closely with the Director of Research, Data and Evaluation, other program managers, and staff to help design and implement program evaluation, data collection, and analysis strategies. The Evaluation Manager will directly supervise the Program Data Coordinator on the Research, Data and Evaluation team. S/he/they is a key driver in building learning opportunities to improve programs, inform direction and verify assumptions.

 

The Evaluation Manager’s key focus is to evaluate and uplift our program impacts that will enable Children’s Council to increase efficiency, improve overall business performance, and support the evolving needs of our diverse client communities.

 

RESPONSIBILITIES:


Communication & Leadership

  • Leads/co-leads conversations with program and admin team leaders to assess, design and analyze impact in programs and grants
  • Manages the production of data insights that tell a story and provide suggestions for action-planning across departments
  • Facilitates and supports the design of impact related, external facing presentations
  • Manages multiple evaluation projects simultaneously and prioritizes time and workload effectively
  • Responsible for overseeing and coordinating the daily workflow and activities of the team
  • Monitors team’s tasks and projects, distributes workload across team in a timely and comprehensive manner

 

Supervision

  • Provide ongoing feedback, coaching, and training to staff members to enhance their skills and performance
  • Continuously seek opportunities for improvement in processes and outcomes
  • Facilitate change management within the team

 

Program Evaluation

  • Utilizes organizational impact evaluation framework and ensures that all programs have systems in place to analyze and interpret impacts, informing program improvements and design
  • Collaborates with program teams to ensure that program evaluations are in alignment with grant/funder requirements and program goals
  • Designs and implements high-quality evaluations and analysis for new programs or initiatives
  • Conducts and analyzes interviews and focus groups with internal and external stakeholders
  • Supports program teams in incorporating quantitative and qualitative evaluation findings into grant/funder reports

 

Data & Research

  • Oversees the production of research deliverables, including white papers, research overviews, detailed reports, succinct one-pagers, and other materials
  • Leads/co-leads the development of departmental dashboards to provide the necessary data outputs for tracking and measuring impact
  • Oversees the analysis of quantitative and qualitative program data to identify trends, inform program implementation, and ensure alignment with Children’s Council’s strategic plan and program goals
  • Manages ad-hoc research, data, evaluation, and special projects with effective delegation to the Program Data Coordinator
  • Disseminates and creates organization-wide learning opportunities related to data and evaluation learnings

 

Program Improvement

  • Leads the design and implementation of evaluation frameworks and models to be adapted agency-wide
  • Shapes program improvement and growth by offering data insights and relevant evaluation findings
  • Provides feedback on evaluation opportunities for new funding sources and grant applications
  • Builds capacity for data-driven decision making in program and administrative teams

 

REQUIRED QUALIFICATIONS:

  • Bachelor’s Degree required. BA in Social Sciences preferred (e.g. public health/policy, education, social work). Non-profit/Public service-related Bachelors acceptable.
  • At least three years of evaluation and data analysis experience
  • Experience leading or supervising a small team
  • Experience collecting, analyzing and reporting impact evaluation data
  • Experience designing and analyzing surveys (SurveyMonkey, Google Forms, Microsoft Forms)
  • Experience creating evaluation reports, dashboards, and visual summaries (PowerBI, PowerPoint)
  • Demonstrated success in cross-team collaboration and program evaluation
  • Excellent written and verbal communication skills
  • Excellent problem-solving and project management skills
  • Experience with Salesforce CRM systems a plus
  • Experience using project management platforms (Asana) a plus

 

PHYSICAL REQUIREMENTS

  • Manual dexterity to use a telephone, computer and other office equipment.
  • Ability to hear and understand speech at normal room levels, and on the telephone.
  • Mental acuity to perform the essential functions of this position

Hybrid Work

We have adopted a hybrid working model and currently require employees to be present in the office at least 3 days per week, with the option to work 2 days per week remotely.
