    The Training Fund is a workforce development and education organization dedicated to creating equitable access to high-quality career pathways for Philadelphia residents. As a national leader in healthcare and early childhood education apprenticeship, we partner with employers, unions, and public agencies to help workers enter and advance in family-sustaining careers.

    Position Summary

    The Apprenticeship Manager plays a central role in managing and expanding the Training Fund’s registered apprenticeship programs in healthcare and early childhood education. Reporting to the Senior Director of Programs, the Apprenticeship Manager oversees full-cycle operations—including recruitment, apprentice support, employer partnership management, program coordination, and compliance collaboration with the Data Office.

    Key Responsibilities

    Program Operations & Coordination

      • Manage daily operations of all registered apprenticeship programs to ensure high-quality implementation.
      • Coordinate related technical instruction (RTI) and on-the-job training (OJT) with employers, instructors, and training providers.
      • Maintain documentation, standards, and employer agreements; prepare for audits and reviews.
      • Collaborate with the Training Fund’s Data Office on compliance reporting and accurate data tracking.

    Apprentice Recruitment & Support

      • Recruit apprentices through outreach to union members, community residents, and participants in Training Fund programs.
      • Conduct orientations and provide ongoing case management, coaching, and retention support.
      • Monitor progress, attendance, and milestone completion; connect apprentices to wraparound services.

    Employer & Partner Engagement

      • Build and maintain strong working relationships with healthcare and early childhood education employers.
      • Serve as liaison to the PA Apprenticeship & Training Office (ATO), DCED, USDOL, and other partners.
      • Support employers in registering new apprenticeship programs and updating existing standards.
      • Represent the Training Fund at local, state, and national apprenticeship events.

    Program Development & Sustainability

      • Assist in developing new apprenticeship pathways aligned to employer demand.
      • Strengthen the Training Fund’s national leadership role in early childhood education apprenticeship.
      • Contribute to grant proposals, reporting, and long-term program sustainability planning.

    Qualifications

      • Bachelor’s degree required; Master’s degree in a related field preferred.
      • 3–5 years of experience in workforce development, apprenticeship, adult education, or related program management.
      • Experience providing direct support to adult learners or jobseekers strongly preferred.
      • Demonstrated ability to build partnerships with employers, unions, or community organizations.
      • Excellent communication, organization, and project management skills.
      • Familiarity with registered apprenticeship systems and workforce funding streams preferred.
      • Commitment to advancing economic mobility, racial equity, and access to quality career pathways.

    Work Environment

      • Hybrid schedule available in accordance with organizational policy.
      • Some travel to employer sites, partner meetings, and community events required.
      • Occasional evening or weekend hours for apprentice orientation, events, or deadlines.
