    THE CENTRAL VALLEY AIR QUALITY (CVAQ) COALITION

    The CVAQ Coalition is a diverse, dynamic partnership of environmental justice and public health organizations working collaboratively to restore clean air to the San Joaquin Valley, with prioritization for communities of color and low income communities that are disproportionately impacted. CVAQ’s mission is to work toward awareness, act as a watchdog, advocate for policy, and mobilize communities to restore clean air to the San Joaquin Valley.     JOB SUMMARY

    Under the supervision of and with support from the Executive Director, the Policy Manager helps strategically advance the mission and objectives of the Coalition. Duties include policy advocacy, campaign management, committee coordination, strategy and relationship cultivation, public speaking and communications, program and event implementation, administrative duties, and other work as assigned. The Policy Manager works collaboratively with coalition members and the staff team to maintain CVAQ’s leadership position in the movement for clean air and environmental justice in the San Joaquin Valley and California. The Policy Manager operates with a high level of integrity, ethics, and accountability, exercising independent judgment to plan, prioritize, and organize a diversified workload.

    PRINCIPLE DUTIES AND RESPONSIBILITIES:

    Campaigns and Policy Work

    • Lead the development and implementation of strategic campaigns, with measurable goals, objectives, and timelines, in close collaboration with members and staff;
    • Possess and maintain advanced knowledge of the root causes of environmental and climate injustices and solutions, and relevant air quality laws, regulations, and policies;
    • Track processes at decision making bodies and maintain relationships with key staff and decision makers;
    • Facilitate committee meetings and other deliberative spaces online and offline, maintaining member buy-in and momentum on priority issue areas tied to campaign goals and objectives;
    • Coordinate advocacy at relevant agencies, including analyzing documents and producing supportive materials such as presentations, talking points, and policy briefs;
    • Represent the coalition at relevant hearings, testifying on behalf of and with coalition members;
    • Serve as a media spokesperson and lead development of strategic communications materials such as press releases, op-eds, social media toolkits, etc.;
    • Foster strong internal communication and accountability among coalition members and staff team in all relevant activities;
    • Provide overall support to the Executive Director in policy, strategy, and relationship cultivation.

    Programs and Events

    • Support planning and implementing annual events such as Clean Air Action Day and the All CVAQ meeting;
    • Support the development and implementation of capacity building programs and projects.

    Supervisorial and Administrative

    • Provide general support to the Director, including grant writing, reporting, and administrative paperwork;
    • Provide supervision and mentorship for other team members (staff, interns, etc.) as assigned;
    • Perform administrative duties such as answering the phone, scheduling and organizing meetings and events, note taking.

    SKILLS & QUALIFICATIONS

    • 7-10 years of relevant work experience in policy advocacy/community organizing, with a track record of progressively increasing responsibility in developing and executing winning campaigns (a combination of paid and unpaid experience is acceptable)
    • 3-4 years of supervisory experience preferred
    • Demonstrated commitment to racial equity, environmental justice, and the health of San Joaquin Valley residents
    • Strong interpersonal and leadership skills including poise, tact and diplomacy
    • Sincere commitment to and experience with collaborative, transdisciplinary approaches
    • Excellent analytical, writing/editing and verbal communication skills
    • Experience serving as a spokesperson with the media and/or producing communications materials
    • Strong initiative, well organized, highly accountable
    • Bachelor’s degree (may be substituted with three additional years of relevant work experience)
    • Working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint) and internet fluency

    POSITION DETAILS

    • The salary range for this full time, exempt position is $85,000-$105,000/year; initial offer will depend on experience.

    • The primary place of business is virtual, with varied travel and reliable transportation required.

    PHYSICAL ENVIRONMENT & DEMANDS

    The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. Employees in this position will be required to work indoors in a standard office environment; travel by motor vehicle outdoors in varying degrees of temperatures; work in indoor and outdoor environments that are outside of the office setting; and come in direct contact with community and government representatives, CVAQ members, staff and the public, when considered safe according to public health guidelines.
