Job Summary
Eviction Defense Collaborative (EDC) is seeking a highly organized, detail‑oriented, and mission‑driven Public Grants Manager to oversee the organization’s portfolio of government grants. EDC currently manages six grants and seven funding streams from the City and County of San Francisco (CCSF) and four grants from the State of California. These public contracts represent the majority of EDC’s revenue and are essential to sustaining legal services, rental assistance, and homelessness‑prevention programs.
The Public Grants Manager is responsible for the full lifecycle of all public grants — including application development, contract execution, reporting, monitoring, compliance, and renewal.
This role works closely with the Finance Team, program leadership, and external government partners to ensure accuracy, accountability, and alignment with EDC’s mission: preventing homelessness before it starts and keeping San Franciscans housed.
Duties and Responsibilities
Grant Lifecycle Management (30%)
- Manage all phases of CCSF and State of California grants, including applications, amendments, reporting, monitoring, and renewals.
- Maintain a comprehensive grants calendar to track deadlines for applications, reports, invoices, and monitoring visits.
- Lead the preparation and submission of grant applications and renewal packages.
- Coordinate with program teams to gather data, outcomes, narratives, and supporting documentation.
Compliance & Contract Alignment (25%)
- Ensure all grant activities comply with CCSF, MOHCD, HSH, and State of California requirements.
- Monitor deliverables, service outputs, and documentation to ensure alignment with contract terms.
- Serve as primary point of contact for funder monitoring visits, audits, and compliance reviews.
- Identify compliance risks and support corrective action planning.
Financial Coordination (20%)
- Partner closely with the Finance Team to align budgets, spending plans, and invoicing with grant requirements.
- Support budget development for new and renewal applications.
- Track expenditures and ensure costs are allowable, properly allocated, and supported by documentation.
- Assist with monthly close activities related to grant revenue and expenses.
Reporting & Data Management (15%)
- Prepare and submit all narrative and quantitative reports for CCSF and State grants.
- Ensure accuracy and consistency of data across internal systems and funder platforms.
- Maintain organized documentation for audits, monitoring, and internal reviews.
- Develop tools and processes to strengthen reporting quality and efficiency.
Cross‑Functional Coordination (10%)
- Work closely with program, legal, rental assistance, and operations teams to ensure grant deliverables are met.
- Provide training and guidance to staff on grant requirements, documentation standards, and compliance expectations.
- Support organizational planning by analyzing funding trends and grant performance.
Qualifications

Minimum Qualifications
- 5 years of experience in public grants management, government contracts, compliance, or related nonprofit roles.
- Experience managing complex, multi‑funded government grants.
- Strong understanding of fund accounting, cost allocation, and restricted funding.
- Excellent writing, analytical, and project management skills.
- Ability to manage multiple deadlines in a fast‑paced environment.
- Proficiency in Microsoft Excel and comfort with data systems.
Preferred Qualifications
- Experience with CCSF contracting (MOHCD, HSH, DPH, DCYF) and/or State of California grants.
- Familiarity with legal services, homelessness prevention, or housing stability programs.
- Experience supporting audits, monitoring visits, or compliance reviews.
- Bilingual (Spanish, Cantonese, or other languages relevant to San Francisco communities) is a plus.

Union
EDC staff are represented by the National Organization of Legal Services Workers (NOLSW, UAW Local 2320, AFL‑CIO). This position is not a union position and is not subject to the terms of the collective bargaining agreement.
Working conditions
This role involves handling sensitive and confidential information and requires professionalism, empathy, and the ability to navigate complex interpersonal dynamics. Some evening or weekend work may be required.
This is a hybrid role, with an expectation of at least three (3) days per week onsite, depending on organizational needs. Staff must remain responsive during standard business hours while working remotely.
