    ESSENTIAL DUTIES AND RESPONSIBILITIES

    The Leasing Compliance Manager is responsible for ensuring full compliance with program requirements for **U.S. Department of Housing and Urban Development (HUD) Section 202, Low-Income Housing Tax Credit (LIHTC) Program, and HOME Investment Partnerships Program. They will oversee leasing operations and regulatory compliance across a portfolio that includes HUD 202, LIHTC, HOME, and rent-stabilized units. This role ensures all leasing activities comply with federal, state, and local housing regulations while maintaining accurate waitlists and reporting occupancy data to syndicators and regulatory agencies. The manager supervises the administration of multiple waitlist systems and ensures proper applicant processing, certification, and documentation. Specific responsibilities include:

    Compliance & Regulatory Oversight

    • Monitor leasing files, applicant certifications, and income eligibility determinations to ensure adherence to regulatory guidelines.
    • Coordinate with regulatory agencies and auditors during compliance reviews and file audits.
    • Maintain updated knowledge of federal, state, and local affordable housing regulations and implement procedural updates when required.

    Waitlist & Applicant Management

    • Oversee and manage multiple waitlist systems including:
      • Internal property waitlists
      • HUD Section 202 waitlists
      • Housing lotteries administered through New York City Housing Development Corporation (HDC) and New York City Department of Housing Preservation and Development (HPD) via NYC Housing Connect.
    • Ensure proper applicant tracking, preference management, and selection procedures in accordance with regulatory requirements.
    • Supervise the screening, eligibility review, and certification process for applicants.

    Occupancy & Reporting

    • Prepare and submit monthly occupancy and compliance reports to property ownership, syndicators, and regulatory agencies.
    • Track occupancy trends, vacancies, and unit turnover across affordable and rent-stabilized units.
    • Ensure accurate reporting for investor partners and regulatory monitoring entities.

    Leasing Operations

    • Oversee leasing staff and ensure consistent implementation of leasing policies and procedures.
    • Coordinate unit availability, lease-up timelines, and applicant processing.
    • Ensure proper documentation of lease files, income certifications, and recertifications.

    Data Management & Systems

    • Maintain accurate records in property management and compliance systems.
    • Ensure waitlists, applicant files, and compliance documentation are organized and audit-ready.

    COMPETENCIES

    • Strong knowledge of affordable housing regulations and compliance monitoring.
    • Excellent organizational and reporting skills.
    • Experience preparing reports for investors, syndicators, and regulatory agencies.
    • Strong leadership and staff management skills.
    • Bilingual Spanish required.
    • High attention to detail and ability to manage multiple regulatory programs simultaneously.

    EDUCATION and EXPERIENCE

    • Bachelor’s degree in Real Estate, Property Management, Public Administration, Business Administration, or related field preferred.
    • Minimum of 5 years of experience in affordable housing compliance, leasing, or property management.
    • Strong working knowledge of HUD Section 202, LIHTC, HOME, and affordable housing compliance requirements.
    • Experience managing housing lottery and waitlist systems such as NYC Housing Connect.
    • Housing Credit Certified Professional (HCCP) preferred (must obtain within first 6 months of employment)
    • Certified Occupancy Specialist (COS) preferred (must obtain within first 6 months of employment)
    • Tax Credit Specialist (TCS) preferred (must obtain within first 6 months of employment)
