HPP CARES are independent third party counselors who offer unbiased information and advice to homebuyers, renters, victims of predatory lending, and families/ individuals facing a financial emergency. While our counselors can facilitate learning in groups, increasingly we prefer one-on-one coaching, which has been shown to be more effective way to generate positive outcomes for households in underserved communities. HPP CARES counselors have found that this approach allows private questions to be answered, and gives our team time to evaluate and develop tailored solutions for each family’s/ individual’s unique circumstances. Our counselors have three critical roles in supporting and advancing homeownership for the underserved.

• Advisor to the prospective homebuyer
• Counselor to the homeowner struggling to make payments
• Coach to those not yet ready for homeownership but in need of advice about affordable rental options or other financial counseling.

HPP CARES is an excellent example of an effective and highly functional public agency that should be thought of as a credit enhancer and important entry point for undeserved communities to achieve homeownership.
