Who are we?

Light House is a well reputed non-profit voluntary development organization working for the development of rural and urban asset less poor, particularly the landless, homeless, distressed, school dropouts, child labour, marginalized and high risk population, and other disadvantaged adults and children in Bangladesh.

It is a leading Non-Governmental Organization (NGO) in Bangladesh that was founded in 1988 following devastating and gigantic Flood. Feeling concern, a group of young and energetic men joined together to work for the flood victims. One of those founder members, Md Harun-or-Rashid is now the Executive Director of Light House. Gradually it becomes able to achieve people’s trusteeship within the working areas keeping up better relationship with civil society, district and upazila level administration and local government. At present, Light House is working in 23 districts of 5 divisions of Bangladesh.

Light House’s mission is to work in partnership with other development organizations, civil society and Government to ensure equal access to basic human rights, social security and good governance for the whole community, particularly the most vulnerable and most at risk groups. Legal Status

Light House is registered with both the Department of Social Services, Government of the People’s Republic of Bangladesh to carry out voluntary activities. (Registration Number DH- 02791 dated September 6^th 1992) and the NGO affairs Bureau to receive and operate with foreign donations from abroad and in country. (Registration Number FDO / R 1307 dated November 5^th 1998)

Project Activities in detail ( Past and Present)

1. Good Governance through Community policing Program, Funded by The Asia Foundation (TAF).

Light House piloted Community policing Program with the financial and technical assistance of The Asia Foundation and developed a model in Bogra.It was started in November 2004 and ended in December 2008. The project was implemented in Bogra Sadar Upazila. Consultative structures such as community Policing Forum (CPF) were formed to identify analyze and resolve problems at grass root level. As an impact of the program, participation of community in the policing activities increased, law and order situation improved, minimized gaps between the community and the police and enhance responsiveness of the police to the needs and demands of the community.

2. Community Justice Program, Funded by The Asia Foundation. The activities of the project were implemented through Police initiated community policing forums (CPF). The ultimate goal of the project was to enhance access to justice to the target beneficiaries, raise awareness of the community, orient students on human rights and social justice and build up effective functional linkage between the community, Village court and the police. The project has successfully completed and achieved the goal of the project.

3. Voter Awareness and Monitoring and observation of 9^th parliament election: funded by TAF. It was implemented to increase mass awareness for voter listing- provide education and encourage participation in the electoral process - promote conducive environment for the voters to exercise their rights, - support free and fair elections through election monitoring- 5313 observers were deployed for monitoring the 9^th parliamentary election. The project was successfully implemented.

4. Civic and voter education and conduct election observation of 9th parliament and upazila Election: Funding agency: TAF

The project was implemented with a view to support free and fair election, promote conducive environment for the voters to exercise their rights through limiting violent activities before, during and after election and provide voter and civic education in key thematic areas to encourage the full participation of all segments. This was also implemented successfully.

5. Mobile election monitoring for the national parliamentary and subsequent upazila election: Funding agency- The Asia Foundation.

-To support free and fair election, - To promote conducive environment for the voters to exercise their rights through limiting violent activities before, during and after election,- To improve skill and capacity of local observer (volunteer) through training and orientation on electoral process and election observation & monitoring. Monitoring was done through deploying 5953 observers successfully.

6. HIV/AIDS Targeted Intervention with Hotel & Residence Based Sex worker: Funded by UNICEF/ GOB/World Bank, HASAB

Hotel & Residence Based Sex worker, Coverage: 1400 sex workers. Stop STI / STD, Stop risk of HIV Transmission, Increase use of condom, Organize self-help groups, Health education and counselling service.

8. HIV/AIDS Targeted Intervention with Males Having Sex with Men (MSM) including Transgender: Coverage: 1200 person, Stopped STI / STD risk of HIV Transmission, Increased use of condom, Organized self-help groups, provided health education and counseling service. Bangladesh (GOB)/ World Bank

9. Strengthen capacity of women for violence prevention. Funded by German Technical Cooperation (GTZ)

Strengthened capacity of women for violence prevention” funded by German Technical Cooperation (gtz) was executed in Kahaloo Upazila of Bogra district. It was implemented to - strengthen capacity of women to take part in village mediation process; Activate village court and arbitration council; Formation of Alternative Dispute Resolution Council (ADRC) at word level. In achieving the objectives of the project, 70 alternative dispute resolution councils (ADRC) were formed, provided training on dispute resolution, mediation process; for three days. The Police was assigned to facilitate in the training on how to make FIR and related issues. The capacity of local mediators and local government representatives has increased and they have been doing well.

10. Civic Awareness for Strengthening Democracy Project Funded by The European Commission: The project was undertaken to improve the awareness of women, ethnic groups,’ minorities and persons with disability about their political right and ensure their participations in the ninth parliamentary election. The civil society representatives and local government representatives were encouraged to play effect role in the electoral process and act as watchdog to prevent violence. The project was successfully implemented and 2.20 lacs women, 8860 minorities, 6300 persons with disabilities and 32000 general voters were oriented and educated during project period. 400 civil society representatives were involved and played laudable roll in the implementation process. 6520 local govt. representatives were provided training and played significant role in the election process.

11. Strengthening Civil Society Coalition to Promote and Support Governance and Accountability at the Local Level. (USAID/ PROGOTI)

As a member of SETUBANDHAN Network, 9-member coalition of civil society organizations supported by USAID -PROGATI, Light House values and shares common commitment to reforms anti -corruption, good Governance and accountability at the local level in Bangladesh. The working areas of the project are 02 upazilas namely Dupchanchia and Adamdighi Upazila of Bogra district while the target people coverage is about 50,000 including women, youth, local government representatives , government officials, civil society representatives The project is working for strengthen Civil Society Coalition and promote Governance and Accountability at the Local Level .

12. HIV and STI Prevention Project Funded by USAID/FHI: Light House started HIV and STI Prevention Project in April 2002. The project aims at creating a supportive environment for HIV and STI prevention among female and male sex workers and MSM, provide STI services, counseling and testing (CT) services, increase knowledge, skills and access to products for correct and consistent use of condoms in high risk sexual encounters.

13. Expanding HIV/AIDS Prevention for Hijra and MSM Project funded by Global Fund for AIDS Tuberculosis and Malaria (GFATM)

Hijra and MSM are among the most vulnerable groups in our society. Most of the MSM in Bangladesh have multiple female sex partners and group sex is common in their sexual acts. These sexual relationships, as well as their risky sexual behavior made them vulnerable. Hijras are isolated from the mainstream of society that makes them unable to earn money for survive and is exclusively involved in sex trade. Light House has been implementing the project on HIV/AIDS prevention for MSM and Hijra with support from ICDDR, B under RCC program of the Global Fund. A total of 16,227 Hijra and MSM have been targeted for intervention of which 14,639 are MSM and 1,588 are Hijra.

14. Improving Access to Menstrual Regulations Services for Marginal and undeserved Populations Project Funded by World Health Organization (WHO) / Royal Netherlands Embassy.

Light House has been implementing the program through public private partnership in Bogra and Rajshahi to decrease the maternal mortality and to endow with safe MR among the high risk and marginalized population. The aim of the project is to contribute in reducing the maternal mortality rate due to unsafe Menstrual Regulation (MR) and post MR complications. WHO acts as the management agency to ensure quality services delivered by the NGO? Directorate of Family Planning provided Technical Assistance to implement the project at the field level.

15.Promotion of Legal & Social Empowerment of Women (PLSEW) Project Funded by German International Cooperation(GIZ)

Light House has been implementing PLSEW project under the leadership of Ministry of Women and Children Affairs aiming to bring changes in the perception and attitude of male counterpart towards women and allow them to take part in decision-making process. It also aims to reduce the intensity of violence and social evils such as child marriage, illegal divorce, dowry, physical and sexual harassment and empowerment as well as strengthening their capacity.

16.Gender Responsive Community Based Policing Project Funded by GIZ

Light House has been implementing Gender Responsive Community Based Policing Project with the financial assistance of giz since July 2009. The project aims to strengthen capacity of community policing forum (CPF) and develop partnership between the police the CPF to work together in ways to solve local problems locally, encourage participation of women and prevention of crime, and make sure safety & security of community in collaboration with the police. It has also been working, to build up trust and confidence between the community and the police, minimizing gaps and promote community participation in the Community Policing activities, sensitize the police and the community about gender issues, increase responsiveness to the needs and demands of women.

17.Road Safety Project Funded by GIZ

The Road Safety Project is being implemented by Light House with a view to make people aware about the issue, reduce accidents, engage other concerned stakeholders i.e. Policy Makers, High way police, Traffic Police, Roads and Highways Officials, journalist, road side hat/ bazer association, Bus and Truck Owners, labor association and Drivers, Rickshaw van puller association, Civil Society Members, etc. in the proper implementation of the project. It has been executed in 72 Km. of roads within Bogra district. The community people irrespective of age, sex, religion, education and political identity involved in the implementing process and are committed to contribute for the wellbeing of their own community.

18. Strengthening Movement to Advance Women's Rights and Gender Equality partnership with Steps towards Development

Strengthening Movement to Advance Women's Rights and Gender Equality project is another initiative of Light House supported by the funding assistance of Steps towards Development (STD).The Objectives of the project are to create environment for women and men to exercise equal rights and enjoy equal opportunities in the society. It has been working for - Reduction of early marriage -domestic violence - reduction of sexual harassment - Ensure 33% women’s representation- Increase gender responsive governance.

19. Addressing the Cause and Effects of Acid Attack Funded by Manusher Janno in partnership with ASF

Light House project has been implementing Addressing the Cause and Effects of Acid Attackproject under the technical assistance of Acid Survivors Foundation (ASF). The project aims to a) help Acid Survivors and rebuild their lives and eliminate Acid Violence by 2015 b) Mainstream acid survivors within the society c) Develop an effective mechanism to prevent acid violence. The District Acid Control Committee (DACC) has been made active and 22 victims have been provided cash support from the government at the initiative of the project.

20. Strengthening Psychosocial Services for Survivors of Acid Attack Funded by UNICEF in partnership with ASF

Strengthening Psychosocial Services for Survivors of Acid Attack’ is another project of Light House and has been implementing for the acid survivors under the guidance of Acid Survivors (ASF) sponsored by UNICEF. It has been providing counseling services to 80 out of 145 acid survivors of Bogra district through psycho social clinic to upgrade their mental strength & mainstreaming them within society having access to heath, education, economic and social reintegration.

21. National Volunteering Program in partnership with VSO

Light House has been implementing National Volunteering activities with the technical and financial support of VSO Bangladesh in order to promote National Volunteering. Two citizen groups consisting of 21 members each have been formed. A student forum consisting 29 students has also been formed at Govt.AzizulHaqueCollege to disseminate the idea among the students. A nine day capacity building training was provided to all three groups.

22. Poverty Reduction of Rural Poor Women through IGA in partnership with BRAC

Light House has been implementing Income Generation Activities (IGA) for the target beneficiaries since 1992 with a view to emancipate them from poverty and empower them economically. The project is being implemented with the support from BRAC and own resources. Following group approach, Light House motivates organized the poor in groups, upgrade their skills through training and provided support to carry out economic activities for income and employment.

23. Housing and Sanitation Project in partnership with Government of Bangladesh & BRAC

The aim of the housing project is to ensure low-cost and healthy houses for the homeless and hardcore poor. Light House has provided support to 100 families for build up houses with the support of Bangladesh Government. It has also executing sanitation program in order to maintain and improve public health and to minimize environmental pollution. With the help of BRAC, Light House has established a sanitation materials production centre. In collaboration with Upazila Parishad, sanitary 2,596 latrines have been installed to all households in Dupchanchia Upazila. As a result 15576 people are now living in safe and healthy environments and their children are free from diseases out of unhealthy environment. Light House distributed 855 sets of sanitary latrine in Kahaloo upazila and helps materialize Government decision to cover 100% families under sanitation program.

24. Livestock for increasing food security project with local and own source

Light House has been implementing a program for livestock development in view of producing Milk & meat and supporting its beneficiaries to established mini cattle firm in their household. Cattle farming are a way of rearing cattle for profitable production of milk and meat. Light House with the help of livestock department supporting its beneficiaries for income generation and increasing food security by rearing dairy cattle’s and fattening beef.

25. Widow Headed Households in Pursuit of Sustainable Livelihoods project funded by Aus-Aid

To help develop economic empowerment of widow headed families, promote livestock farming as an alternative activities managed by widows and change attitude of the community towards women’s role in economic emancipation and social development,275 widows have been provided skills development training on livestock rearing in collaboration of livestock department for three days. They have been provided with 825 sheep’s and 1100 poultry for rearing and income earning. The program has open up an avenue of income generation for the vulnerable families. The Australian High Commission is providing financial assistance for the project.

26. Tuberculosis Control Program funded by GFTAM Round-8: The project is being implemented for screening of TB and provides treatment (DOT) to TB patients. This project has been ensured services to high risk population, factory workers, slum dwellers of BograTownship with a view to reduce TB burden in Bangladesh related to attain MDG-5

27. Community Based Policing (CBP) funded by USAID in partnership with The Asia foundation: This project aim to reduced gap between Police and people, increase participation of community in improving law and order situation through crime prevention and dispute resolution. The project will form and strengthen 167 community Policing Fourms(CPF) and 92 youth forum at 47 upazilas in 5 districts.

28. Mobile election monitoring for the Municipality and Union Council election funded by The Asia Foundation: This project aims to- To support free and fair election, - To promote conducive environment for the voters to exercise their rights through limiting violent activities before, during and after election, - To improve skill and capacity of local observer (volunteer) through training and orientation on electoral process and election observation & monitoring. This year 2011 Light House has been responsible for 7 Municipalities and 116 unions under 4 districts.

29. Livestock Program for Sustaining Drug Treatment centre: This project aim to develop a sustainable mechanism for Drug Treatment centre through livestock promotion program. Under the project a revolving fund will be distributed a low cost credit among the drug user family and poor people will have support for promotion of IGA and thus help to beneficiary and treatment centre for sustaining the project activities.

Management structure

A four-tier management structure comprising project staff, policy staff, the Light House Executive Committee and stakeholders enables the organization to run its programmes smoothly:

• To ensure the participation of different segments of society, a 27-person General Committee has been established. This committee includes male and female policy makers and representatives from marginal groups. This committee meets once a year.
• The Light House Executive Committee comprises seven members, who are elected in annual general meeting for three years. This committee meets every three months or as and when necessary to take policy decisions.
• A central management committee consists of all project heads and senior officers headed by chief executive are working to over see Program implementation.
• Some project has a Project Facilitating Team (PFT), comprised of appropriate stakeholders including government officials with relevant Project Manager. Each PFT meets on a quarterly basis.

Monitoring & Evaluation:

The organization has a separate M&E unit headed by Deputy Director who is responsible to coordinate among the project heads working under the organization. There is one monitoring officer who is assigned to collect monitoring reports from different projects and after compilation, submit to Deputy Director for review and comments. At the organizational level there is a common monitoring format developed by M&E wing through consultation and discussion with project heads considering their needs. After collecting reports from the projects, consolidation is done using the format. The Deputy Director after giving his inputs submits it to the management for information and necessary action. At the management level, monthly coordination meeting is held in each month and the compiled report is presented in the meeting. In this meeting all heads of projects are remain present and made a wide range discussion about the progress, problems and find out solutions to overcome the problems. In some projects, the monitoring formats have been given by the donor and that are being used for collecting information from the field. They compiled all field information at head quarter and send it directly to the donor with a copy to the Chief Executive. In some project, the responsibility is given to the project to design monitoring tools for monitoring. In such cases the project heads in collaboration with the M&E unit design monitoring tools/ formats based on project needs. The formats are being used to collect information by the field staff. After collecting information they compiled it at their level and send to the project heads. The reports are compiled at project level and transmit to the M&E unit for review. In each project there is a provision of organizing monthly coordination meeting with the all staff of the project. The monthly coordination meetings are held regularly and intensive discussions are held about the physical and financial progress and problems. In the coordination meeting monthly work plans are developed for the next month and necessary directions are given to the staff. At the field level, the project supervisors are making field visits to monitor the activities of the project and to learn the views from target beneficiaries. There is another mechanism we follow that is self evaluation by the target beneficiaries about their works by themselves. In respect of information flow for monitoring purpose, the information flow is made at three tires i,e from beneficiaries level to the field staff, from field staff to project office, from project office to project head quarter and from project head quarter to the management / donor. We follow the process of participatory monitoring at all level while doing this task. Evaluation is an important task during and after the completion of project. It helps to know the strengths and weaknesses and changes needs to be made for future projects. There are two ways of evaluation/ assessment of the project. In some project there is provision for conducting mid term and final evaluation. Some times it is done by the donor according to the provision of contract. In some cases it is being done by the organization and submits report to the donor. So to conduct evaluation we follow the provision of the contract made with the funding agencies. In case of evaluation to be done by the organization, M&E unit is assigned to carry out all about the evaluation process and prepare report to transmit to the donor for their suggestions and comments. Based on the findings, appropriate actions are taken. The suggestions and comments made by the donor are taken into consideration while restructuring/extension of the project. The annual reports are submitted to the donor according the provision of contract. However, it is done quarterly, half yearly and annually based on requirements. Financial reports are also submits following the same process.

.Management and HRM

Light House has rigidly followed the organization’s constitution in governing the organization. A general committee consists of 27 members out of whom 10 are female. An annual general meeting is held each year to review the overall activities including financial issues. The executive committee is formed consisting seven persons of name and fame in the society. It holds meeting quarterly or as per need and makes policy decisions for smooth running of the organization. A Central Management Committee consists of all project heads and senior officers headed by Chief Executive are working to oversee program implementation. Monthly meeting of this committee is held to review the program activities and share experiences & views of different projects. In addition, there is a Project Facilitating Committee in some project with key stakeholders and government officials of the relevant sector. This committee monitors the project activities at grass root level and provides necessary advice to project staffs for efficient implementation of project activities.

The organization has developed different policies and manuals such as personnel manual, financial manual, procurement policy, gender policy, strategic plan etc. All these have been approved by the management and we strongly follow the policies, rules and regulations of these manuals / policies. We try to maintain gender balance at organizational level and priority is given to the women. The performance of the staff is appraised annually and action taken accordingly.

Light House has a good number of professional staff working in different projects and in head office. They are acquainted with their duties & responsibilities. Necessary capacity building trainings are provided to the staffs to build up an efficient team. They have good relations with the elected representatives, local elites, local government officials and executing programs/ projects with their cooperation and assistance. Annual report of the organization is published every year highlighting the achievement of the organization. Annual / Closing reports along with best practice are being prepared and submitted to the donors as well as to the respective department of the government according to the requirements. Quarterly news letter also published with current achievements, case studies of different projects.

The accounts of the organization are audited every year by Chartered Accounting Firms and the report is placed before in the annual general meeting as the management is accountable to the general committee. We try our utmost to keep the financial management transparent to all parties concerned.

Financial Management

Finance section is headed by Finance Manager and supported by the finance officers and Assistants who manage the financial aspects of the organization. The organization has been successfully dealing with the financial aspects of different donors. An external audit firm audited the financial statements of the organization in each year and the reports are available. Light House has developed a standard financial manual with the cooperation of professional Firm (RTM) detailing financial procedures to be followed for keeping accounts properly. The accounts of the organization are maintained in proper manner following the rules of the manual. There is a team of efficient personnel to manage and control financial transactions. Computerized accounting system is being maintained at head office. Trial balance, income and expenditure statements and the balance sheet are being prepared through computerized accounting system.

Operation of Bank Account

Every office and project maintains separate bank accounts for financial transactions. The project heads and Chief Executive jointly operate these accounts according to the financial manual. Any amount of cash in hand beyond the ceiling amount is strongly discouraged.

Auditing

The internal financial control system has been established in the organization. An internal audit team headed by Internal Auditor is doing the task. He is directly responsible to the Chief Executive. All the projects accounts and other accounts running under the organization are audited by the Internal Audit team and reports submitted to the Chief Executive for proper initiatives. The General committee selects a chartered accountant firm for auditing the accounts of the organization every year. Executive committee proposes a panel of auditing firms in the AGM to select a firm.

Organizational Policies

Light House has developed and following different organizational policies and guidelines in order to run the organization in smooth manner. The policies are being applied at all levels of the organization. The management formed separate committees to develop manuals and guidelines. After preparing draft, all senior staff members sit together and provide inputs to finalize/improve those policies. Sometimes out side consulting farm deployed by the partner agencies also worked to update the policies and guidelines. At present, Light House has the following policies-
