The Early Learning PA Campaign is a a the broad-based, long-range early learning campaign to ensure that Pennsylvania continues to build its comprehensive early childhood system with particular attention given to the Office of Child Development and Early Learning's programs, including Keystone STARS, Head Start State Supplemental Assistance, Pre-K Counts and Child Care Works, as well as home visitation programs and Early Intervention. The ELPA Campaign’s vision for 2020, is all Pennsylvania children should have access to high-quality early learning opportunities to do their best - now and in the future.
